Only those who have been recognized by the Ministry of the Interior, Rural Areas, Integration and Equality of the State of Schleswig-Holstein may call themselves "test engineers".

A test engineer for stability is a person who is recognized as such by the highest building supervisory authority. Other persons may not use this designation.

In order to be recognized as a test engineer for structural stability in Schleswig-Holstein, the applicant must undergo an extensive examination of their knowledge and skills.

Prerequisites:

• Successful completion of a degree in civil engineering at a university,
• Completion of the 35th year of life, but not yet over the age of 60,
• Ability to hold public office,
• Place of business in Schleswig-Holstein,
• Proficiency in written and spoken German,
• Proof of at least 10 years' experience as an erector or inspector of stability certificates, technical site manager or comparable activity, but at least 5 years as an erector and 1 year as a technical site manager. Technical site management can be credited with a maximum of 3 years of activity.
• At least 2 years of independent (i.e. self-employed) work as a structural engineer or work as a full-time university lecturer (professor).

Furthermore, you must prove that you have worked on construction projects of at least average or higher difficulty.

The recognition of a test engineer for structural stability is granted for one or more of the following disciplines

• Solid construction,
• metal construction and
• timber construction.

A separate, simplified procedure applies to applicants who have already been recognized as a test engineer for structural safety in another federal state.

The application must be submitted informally. The application must be accompanied by the evidence required for recognition, in particular

• the birth certificate or a certified copy or certified photocopy,
• a curriculum vitae with full details of the applicant's professional career up to the date of application,
• a certified copy or certified photocopy of each of the degree and employment certificates,
• proof of the application for a certificate of good conduct for submission to an authority, which should not be older than three months,
• Details of the registered office or any secondary branches,
• details of any participation in a company whose purpose is the planning or execution of construction projects,
• evidence of compliance with the special requirements for recognition in the respective specialist areas and, where provided for, specialist fields and
• information on whether and how often the applicant has already unsuccessfully undergone a corresponding recognition procedure, including in another country.

The recognizing body may, if necessary, request further documents. Detailed information on this can be obtained from the competent body.

Fees are charged in accordance with the state ordinance on administrative fees in matters of building supervision (Baugebührenverordnung - BauGebVO), Annex 1, tariff item 9 ff.

Recognition shall be limited to a maximum of five years. This period may be extended by a maximum of five years upon application.

There is no legal entitlement to recognition. Recognition does not constitute any entitlement to the issuing of inspection orders.

The activity as a test engineer for stability is only permitted within the framework of an assignment by the responsible building supervisory authority. Inspection engineers for stability are subject to the technical supervision of the highest building supervisory authority.
