Anyone who has the necessary qualifications can be recognized as a competent body for consumption metering.

To record the proportionate heat or hot water consumption for the purpose of cost allocation when operating central heating or hot water supply systems, only equipment for which a confirmation has been issued by expert bodies may be used, unless calibration regulations apply. This confirmation proves that the systems comply with the recognized rules of technology or that their suitability has been proven in another way.

In order to be allowed to operate, expert bodies must prove their suitability to the competent authority in the relevant federal state. The authority confirms the suitability of the expert body in consultation with the Physikalisch-Technische Bundesanstalt (PTB) and assigns it a serial number.

The technical equipment of the body must be specified in the informal application for approval as an expert body. They must be suitable for the respective heating system for which the expert body wishes to issue a certificate.

The competent authority may request information and documents as proof of the aforementioned requirements, insofar as this is necessary for the assessment of the application.

Fees are charged for processing the application depending on the work involved.
