The chambers are generally responsible for monitoring vocational training preparation.

Vocational training preparation is part of vocational training. It serves the purpose of introducing students to vocational training in a recognized occupation by providing them with basic vocational skills.

For companies wishing to provide training, the first point of contact is the bodies responsible for training, for example the chambers (Chamber of Industry and Commerce (IHK), Chamber of Crafts (HWK)). They decide, for example, on the suitability of the training company and monitor vocational training preparation, vocational training and vocational retraining. The implementation of these measures is supported by advising those involved in vocational training. The competent body must appoint advisors for this purpose.
On request, trainers, retrainers and providers of training preparation measures are obliged to provide the information and documents required for monitoring purposes. They must also be permitted to inspect the training facilities.

A company is suitable as a training company if its type and facilities are suitable for vocational training and the number of trainees is in reasonable proportion to the number of skilled workers employed.

If a company does not have the capacity to provide trainees with all the vocational skills required for their training, it may join forces with one or more other training companies to form a training association. It is also possible to provide the training areas that cannot be offered in the company itself outside the training center (e.g. in inter-company training centers).

Persons with learning disabilities or social disadvantages whose level of development does not yet allow them to expect successful training in a recognized training occupation must be accompanied by comprehensive socio-educational support during vocational training preparation in accordance with §§ 68ff. BBiG, they must be provided with comprehensive socio-educational supervision and support during the preparation for vocational training. The content, type, objective and duration of the training preparation must meet the special requirements of these trainees.

The training body must notify the competent body in writing of the implementation of training preparation measures before they begin.

To the competent chamber, which may be

• the Chamber of Skilled Crafts for vocational training in occupations under the Crafts Code,
• the Chamber of Industry and Commerce for vocational training in non-trade occupations,
• the Chamber of Agriculture for vocational training in agricultural and rural domestic science professions,
• the Chamber of Lawyers, Patent Attorneys and Notaries as well as the Notary's Office for the vocational training of specialists in the field of law,
• the Chamber of Auditors and the Chamber of Tax Consultants for the vocational training of professionals in the field of auditing and tax consultancy,
• the Chambers of Physicians, Dentists, Veterinarians and Pharmacists for the vocational training of healthcare professionals.

Further responsibilities, e.g. for bodies in the public sector, churches or other religious communities, are regulated in the Vocational Training Act (BBiG).
