The municipalities and cities are also responsible for creating, equipping and maintaining playgrounds and football pitches.

Children must be offered opportunities to play outdoors in order to develop their physical, mental and emotional abilities and to encourage them to engage in creative and social activities. To this end, areas for outdoor play (playgrounds and football pitches) must be created, equipped and maintained.

Playgrounds and football pitches must be designed in such a way that they meet children's play and exercise needs without endangering their health and take into account the communication needs of girls and boys. The construction, equipment and maintenance of playgrounds and football pitches is the responsibility of the municipalities.
