Anyone who has a certain level of support among the population may take part in an election. For this reason, certain election proposals require supporting signatures.

In order to participate in an election, a certain amount of support from the population is required. For this reason, electoral law stipulates that a certain number of supporting signatures from eligible voters must be submitted for election proposals from parties that are not represented in parliament with a minimum number of MPs. Only then can the nomination be admitted to the election. In the case of a district election proposal for a state parliamentary election, this is 100 signatures in accordance with Section 26 of the State Election Act (LWahlG) and 1,000 signatures for a state list.
This procedure is waived at municipal level for municipal and district elections. Only in mayoral elections must the nomination of an independent candidate, unless it is the incumbent, be signed personally and by hand by a minimum number of eligible voters.

The supporting signatures must be provided personally and by hand on official forms. These forms are issued by the responsible election management bodies to the nomination holders after the nomination has been drawn up (on request).

Each person entitled to vote may only support one election proposal with their signature. The right to vote must be confirmed for each supporter by the municipality responsible for their main place of residence. This certification of the right to vote is usually issued on the same form on which the supporting signature was provided.

Candidates who wish to stand for election must prove that they are eligible when submitting their nomination. The eligibility requirements may vary depending on the type of election. Eligibility is confirmed on an appropriate form (in the case of Bundestag elections, for example, in accordance with Annex 16 of the Federal Electoral Code - BWO). These forms are available from the respective electoral officer.

In the special session on January 10, 2022, the Schleswig-Holstein state parliament determined that it was unreasonable to hold candidate meetings for the state parliament election and thus activated the special provisions of the State Election Act.

Therefore for the election to the 20th Schleswig-Holstein state parliament, it is now possible for the nomination meetings for candidates for the state parliament election to be held in whole or in part digitally or in a written procedure, with the exception of the vote on an election proposal. Voting on an election proposal can take place by ballot box or by postal vote or in a hybrid form of both. If parties make use of the exceptions, this must be indicated when submitting the election proposal.

In addition, this means that parties that are not yet represented in the state parliament or the German Bundestag by members elected in Schleswig-Holstein only require 50 signatures for a district election proposal and 500 signatures for a state list.
