The EU direct payments serve as income support for farm owners.
The direct payment is divided into
- the basic premium,
- the payment for land management methods that promote climate and environmental protection - greening premium - (crop diversification, permanent grassland and land use in the interest of the environment),
- the redistributive payment,
- the young farmer premium and
- participation in the small producer scheme.
Payment entitlements must be reapplied for from 2015. The old payment entitlements have lost their validity.
The payment entitlements newly allocated to applicants in 2015 form the basis for the direct payment. They can be sold and leased between farms from 2016.
Payment entitlements can only be used in the region in which they were allocated.
The nationwide basic premium will not be implemented until 2019.
The amount of the payment per hectare changes every year.
From 2015, direct payments will only be granted to "active" farmers.
The prerequisite for receiving the direct payment is the cultivation of an eligible area of one hectare and the ownership of at least one payment entitlement. Instead of use, it is sufficient to maintain the area in good agricultural and ecological condition.
