The operating license confirms that the vehicle is approved for use on public roads.

The operating license, together with the registration plate, is part of the registration procedure for motor vehicles on public roads. An operating license is a confirmation that the vehicle complies with the relevant regulations.

It is issued for type-approved vehicles by the Federal Motor Transport Authority (KBA) or comparable institutions in other countries of the European Union and for vehicles without type approval by the registration authority as an individual approval.

The expiry of the operating license is regulated in Section 19 (2) StVZO.

Driving without or with an expired operating license is an administrative offence; the registration authority can also prohibit operation and cancel the license plate.

A distinction is made between the following types of type approval

• General type approval (ABE) for vehicles or vehicle parts and
• Individual type approval (EBE) for vehicles or vehicle parts.

To the district or independent city (registration authority). Jurisdiction is based on the place of residence of the vehicle owner (main residence according to the identity card).
In the case of legal entities, it is the registered office of the main branch or the registered office of the branch; this also applies to a general partnership, limited partnership or for traders and self-employed persons with a fixed place of business.
