If you are a body outside the state administration with your registered office or place of business in Schleswig-Holstein and have the necessary infrastructure and experience with the target group, you can receive funding from the state under certain conditions.

The "Frau & Beruf" (Women & Career) advisory service, which is funded by the state of Schleswig-Holstein, aims to increase women's participation in the workforce and improve their professional situation. It is aimed at women from the "hidden reserve" and women who want to stabilize or improve their employment relationship or employment situation. This advisory service also supports the European principles of gender equality and equal opportunities in the labor market.

You can receive a maximum of 90 percent of the total eligible expenditure. This means that you must finance at least 10 percent of the total eligible expenditure from your own funds.

In order to receive funding, you must offer individual and holistic guidance counseling for women. The advice helps women to develop tailor-made strategies to gain a foothold in the job market or improve their employment situation. Your counseling goals should include

• Career entry
• Professional re-entry
• Career change
• Career advancement
• Part-time training
• Starting a business
• Compatibility of family and career
• Flexible working time models

Additional services

In addition to individual advice, your advice center should offer the following:

• Actively raise awareness among employers about tapping into the potential of women as skilled workers, for example with regard to flexible working time models and family-oriented HR policies
• No later than six months after the start of the project, form an advisory board with the sponsors of the other regions for regular exchange and dialog with labor and economic policy stakeholders and employers in the regions.

Advisory regions

Funding is provided to one sponsor in each of four regions in Schleswig-Holstein:

• Region I: North Friesland district, Schleswig-Flensburg district, city of Flensburg
• Region II: Segeberg district, Pinneberg district, Steinburg district, Dithmarschen district
• Region III: Rendsburg-Eckernförde district, Plön district, cities of Kiel, Neumünster
• Region IV: Ostholstein district, Herzogtum-Lauenburg district, Stormarn district, city of Lübeck

You must have one fixed consultation location per region.

If required, you can receive funding for up to eight additional locations per region.

Counseling formats

Counseling can take place in person at fixed counseling locations, by telephone or in digital form (by e-mail or video conference).

• You submit the project application online under "Fördermittelantrag Frau & Beruf" on the service portal of the state of Schleswig-Holstein.
• Your organization will need a service account on the Schleswig-Holstein service portal and an ELSTER organization certificate. The latter is used to authenticate your organization's service account.
• In exceptional cases, you can request and submit the project application in paper form to Investitionsbank Schleswig-Holstein.
• You also send the project application including all attachments in a single PDF file by e-mail to Investitionsbank Schleswig-Holstein.

Selection of project sponsors:

• The submitted project applications will be evaluated by an expert jury consisting of representatives of the responsible Ministry of Economic Affairs, Transport, Labor, Technology and Tourism and Investitionsbank Schleswig-Holstein as the granting authority using the following selection criteria (scoring model) and confirmed by the Ministry.
• The evaluation is based on the following criteria:
  • Project concept (40 percent)
  • Suitability of the project sponsor (40 percent)
  • Project financing (10 percent)
  • Interdisciplinary principles (10 percent)
• As the approving authority, Investitionsbank Schleswig-Holstein is responsible for the final application processing and issues the approval notices for the selected projects.
• You are expected to receive notification in October 2024.
• You will also receive the funding from Investitionsbank Schleswig-Holstein.

The EU guidelines on communication and public relations stipulate that the grant recipient must inform the public and participants about the grant from the labor market program and the support of the EU on their website as well as in social media, on documents and communication material.

• Services offered: Individual and holistic guidance counseling, support for career entry, re-entry, career change, promotion, part-time training, business start-ups and work-life balance
• If there is a need for a more complex advisory approach with the aim of preparing for integration into the labour market, stabilizing the employment relationship or further developing the qualification profile, case management can be carried out.
• Raising awareness among employers in order to improve the framework conditions for tapping into women's potential as skilled workers, e.g. by approaching HR managers directly.
• No later than 6 months after the start of the project, the sponsors of the individual regions form an advisory board for regular exchange and dialog with labor and economic policy actors as well as employers in the regions.
