With regard to the UN Convention on the Rights of Persons with Disabilities, the federal legislator set itself the goal of significantly improving the living conditions of people with disabilities. Among other things, greater focus was to be placed on the right of people with disabilities to express their wishes and make choices, as well as person-centeredness and socio-spatial orientation. The Federal Participation Act (BTHG) was therefore passed as a comprehensive legislative package and has been implemented in several reform stages since it came into force.

As part of the implementation of the Federal Participation Act at state level, the Schleswig-Holstein state parliament passed the "First Act to Implement the Federal Participation Act", the so-called 1st Act to Strengthen Participation (1. TSG), on March 22, 2018.

Among other things, the 1st TSG designates the districts and independent cities as the responsible authorities for integration assistance.

As an additional provider of integration assistance, the state performs key coordination tasks. In this role, it participates, for example, in the negotiations on the state framework agreements in accordance with SGB IX, is a member of the SGB IX arbitration board and, in agreement with the districts and independent cities, draws up recommendations for the integration assistance benefit law and the overall plan procedure in accordance with SGB IX.

The third and most extensive reform stage of the Federal Participation Act came into force nationwide on January 1, 2020.

People who only have limited opportunities for social participation due to an environmental or attitudinal restriction on participation (disability) with physical, mental, psychological or sensory impairments are to be removed from the previous welfare system. Benefits should be based on the actual needs of the person with a disability.

In addition, cooperation between rehabilitation providers (e.g. health insurance funds, pension insurance providers, the Federal Employment Agency, accident insurance providers) is to be improved in order to simplify the process and enable "one-stop services". In future, it should be avoided that people who are dependent on benefits from several rehabilitation providers to cover a participation-related need, for example, are sent to several authorities to submit a corresponding application.

The regulations on the assessment of income and assets have also been adjusted.
