School Act

The school system in Schleswig-Holstein is subject to supervision by the state. This supervision includes the content, organization and planning (school design) as well as the supervision of schools (school supervision).

In the case of public schools, school supervision includes advising schools, supervising pedagogical matters and teaching, supervising schools and legally supervising school authorities in the performance of their duties (see § 125 of the Schleswig-Holstein School Act (SchulG)).

The school supervisory authority is divided into the lower and the highest school supervisory authority (cf. § 129 SchulG). The lower school supervisory authority is the school authority. The highest school supervisory authority is the ministry responsible for education. The lower school supervisory authority is generally responsible for matters relating to elementary school, community schools and support centers, while the highest school supervisory authority is responsible for grammar schools, community schools with upper secondary level, vocational schools, state support centers and special experimental schools.
