The energy performance certificate is a document that assesses the energy efficiency of a building. It is valid for 10 years.
The energy performance certificate is a document that assesses the energy efficiency of a building. It gives you an indication of a rough estimate of the energy consumption to be expected in the future and thus makes it possible to compare individual properties with one another.
Energy performance certificates must be drawn up for new buildings and for the sale, lease, letting or leasing of buildings and must be presented to interested parties before the contract is concluded without being asked. If you do not submit the certificate, do not submit it on time or submit it incompletely, you could face a fine of up to 15,000 euros.
There are two types of energy performance certificate, which differ in the calculation method and the informative value of the results. There is only a choice for residential buildings with more than four residential units. For residential buildings with four or fewer residential units, the date of the building application or compliance with the 1977 Thermal Insulation Ordinance at the time is the main criterion.
- Energy certificate based on demand
This energy certificate is issued on the basis of the calculated energy requirement of the building. This procedure is prescribed for new buildings and for old buildings with energy standards prior to 1978 with up to two apartments. This demand-oriented energy performance certificate calculates the energy requirement based on the structural design of the building envelope and the building services, assuming average user behavior. In the simplified procedure, the data is recorded using a typology of building shape, components, year of construction, etc. The detailed method records the building to be analyzed and its building services in detail.
- Energy performance certificate based on consumption
The consumption-based energy performance certificate reflects the weather-adjusted consumption of the building over the past 3 years (at least). The result is strongly influenced by user behavior (heating and ventilation behavior, number of people, attendance) in the period under consideration.
There are special energy performance certificates for buildings with non-residential use, which also include the electricity demand or electricity consumption. Combined buildings with apartments and other uses may require 2 energy performance certificates. The issuer will provide information on the exact procedure in individual cases.
Based on the information in the energy performance certificate and the so-called comparative value, an approximate impression of the structural and technical energy quality of the building can be obtained.
The energy performance certificate usually includes modernization recommendations for cost-efficient energy improvements to the building. They merely serve to provide information on energy improvement options. There is no obligation on the owner to implement the measures mentioned.

The requirements for the qualification of issuers are regulated by law. Different groups of people may issue energy performance certificates depending on their training and/or further training. As there is no official certificate of approval, the client must rely on the statement of the issuer (tip: obtain written confirmation).
ATTENTION:
Anyone who intentionally or negligently issues energy performance certificates or modernization recommendations without being authorized to do so is committing an administrative offence and can be fined up to 15,000 euros.
