The certificate of no impediment to marriage is issued if it is required for marriage abroad.
A certificate of no impediment to marriage certifies that there are no legal obstacles to an intended marriage. Whether such a certificate is required depends on the law of the country in which the marriage is to take place.
If Germans wish to marry abroad, they must enquire with the competent foreign authority as to whether a certificate of no impediment to marriage is required there.
Responsibility for issuing a certificate of no impediment to marriage for German citizens without domicile or habitual residence in Germany, who have never or only temporarily resided in Germany, is the responsibility of Registry Office I in Berlin.
Information on both spouses must always be provided in the certificate of no impediment to marriage, so that proof is also required from both fiancées.

The registry office may require further documents under certain circumstances.
- The person must have German citizenship.
- They must not have their domicile or habitual residence in Germany. They must never have resided in Germany, or only temporarily.
- The intended marriage is to take place abroad.
- There must be no impediment to the intended marriage under German law.

An application for a certificate of no impediment to marriage is submitted to the competent registry office I in Berlin. If the examination shows that there is no impediment to the intended marriage under German law and the necessary personal details of both parties to the marriage have been provided, the registry office will issue the requested certificate of no impediment.
