The increased costs for heating, electricity and food are often a particular burden for young people in training. Students and vocational students can apply for an energy price allowance as a one-off payment.

The one-off payment of EUR 200 for students and (vocational) students under the Student Energy Price Allowance Act (EPPSG) was launched by the Federal Ministry of Education and Research (BMBF). The law came into force on December 21, 2022. The one-off payment is intended to support young people in view of the higher burdens caused by increased costs for heating, electricity and food.

All students who were enrolled at a university in Germany on December 1, 2022 and meet the other requirements of the Student Energy Price Lump Sum Act (EPPSG) can apply for the one-off payment (energy price lump sum) in the amount of EUR 200.00. This also applies to doctoral students. Guest students, however, are not eligible to apply. Specialist students and vocational students on courses leading to a vocational qualification of at least two years are also eligible if they were registered at a training institution in Germany on the reference date. The one-off payment is not paid out automatically. BAföG recipients must also apply for it.

Foreign students can apply for the one-off payment if they had their place of residence or habitual abode in Germany on December 1, 2022 and were enrolled at a university in Germany on this date. The usual duration of stay for a one-semester study or school stay is sufficient to establish habitual residence. You may also apply for the one-off payment of EUR 200.00 if you are studying or doing an internship abroad for a maximum of two semesters and are still enrolled/registered at the educational institution in Germany at the same time, because it can be assumed that you have not given up your place of residence or habitual abode in Germany. Even if you are on leave of absence from your educational institution in Germany, this does not prevent you from receiving a one-off payment.

The situation is different if you are enrolled/registered at a German training institution but live abroad and are training as a cross-border commuter. In this case, you are not eligible to apply, as your habitual residence is not in Germany. Exception: If you regularly stay overnight at your place of education in Germany and only travel to your home abroad at weekends or on public holidays and during semester breaks/school vacations, the domestic place of education is considered to be your habitual residence. If you are currently completing a semester or an internship abroad and are still registered or enrolled at an educational institution in Germany (e.g. on vacation semester), this does not prevent you from being domiciled or habitually resident in Germany. Even if you are spending a maximum of two semesters abroad and are still enrolled or registered at your educational institution in Germany, you are entitled to a one-off payment of EUR 200.00, as it can be assumed that your place of residence or habitual abode is still in Germany. A leave of absence at your place of study in Germany also means that you can apply for a one-off payment.

The one-off payment is not subject to income tax. It is not taken into account for income-related benefits, social benefits, social security contributions and the cost of child and youth welfare. In addition, the one-off payment cannot be seized.

Erforderliche Unterlagen

You will need an access code, which you will receive from your training institution. You will need a BundID account to register. You have various options for proving your identity with the BundID account:

- the online ID in your identity card, electronic residence permit, your EU identity or Union citizen card,

- or your personal ELSTER certificate

To prove your identity online, you will need

- an up-to-date smartphone and

- an identification app, for example the AusweisApp2. If you cannot use either the online ID card or ELSTER, you will receive a PIN for the access code from your educational institution, which you enter in the application.

A BundID account is also required for the variant with PIN; the so-called basic registration for the BundID account with user name and password is sufficient. You must enter an account details in the application.

Voraussetzungen

Only those who were enrolled or registered at a training institution on the cut-off date of 01.12.2022 can receive the one-off payment.

Specialist students and vocational students on courses leading to a vocational qualification of at least two years are also eligible if they are enrolled at a training institution in Germany on the cut-off date.

If you are enrolled or registered at a German training institution but live abroad and are completing your training as a cross-border commuter, you are not entitled to apply for the one-off payment as your habitual residence is not in Germany. Unless you regularly stay overnight at the place of study in Germany and only travel to your home abroad at weekends, on public holidays and during school holidays/semester breaks, in which case you have a habitual residence at the place of study in Germany.

Students and (vocational) technical students who are completing one of the following courses are entitled to the one-off energy price lump sum:

  • Educational courses at a vocational college or technical college with the aim of obtaining a vocational qualification lasting at least two years, or
  • courses at a technical college that require completed vocational training, or
  • comparable courses at other schools subject to the above requirements
