If you wish to erect a facility for the generation of ionising radiation, you will require a licence under radiation protection law in certain cases.
You will require a licence under radiation protection law for the construction of a facility of the following types:
- Accelerator or plasma facility in which more than 1012 neutrons can be generated per second, or
- Electron accelerators with a final electron energy of more than 10 megaelectronvolts, provided that the average beam power can exceed 1 kilowatt, or
- Electron accelerators with a final electron energy of more than 150 megaelectronvolts, or
- Ion accelerators with a final ion energy of more than 10 megaelectronvolts per nucleon, provided that the average beam power can exceed 50 watts, or
- Ion accelerators with a final ion energy of more than 150 megaelectronvolts per nucleon.
In the application for authorisation, you must prove that the future planned operation of the facility is justified and safe.
- Application,
- Details of the person responsible for radiation protection and their authorised representative,
- Certificate of good conduct of document type 0 for the applicant or their authorised representative,
- Details of the radiation protection officer including proof of the necessary expertise in radiation protection,
- Detailed information on the facility for the generation of ionising radiation,
- Planning for handling activated plant components after decommissioning of the plant,
- Estimates of occupational exposure and population exposure,
- Documentation on rules of behaviour and measures in the event of accidents/incidents
- Safety report,
For more information on the documents that you must submit with your application, please refer to the list of items to be included with the application (see -> Legal basis).
The authorisation requirements are specified in Section 11 of the Radiation Protection Act. They can be summarised as follows:
- There must be no facts that give rise to concerns about the reliability of the person obliged to provide notification
- A radiation protection officer with the necessary expertise must be appointed for the installation.
- It must be ensured that the limit values for the permissible exposure of the population are complied with.
- The regulations on the protection of the environment during operation and in the event of an incident must be complied with.
- The necessary protection against disruptive measures and other effects of third parties must be guaranteed.
- The activity must be justified.
- Fee range: at least EUR 375.00 depending on the construction costs of the facility (including the building, if this is relevant for radiation protection)
- Submit your application for authorisation to the responsible office.
- The competent body willcheck the application received and contact the person you specified with any questions or additional requirements.
- If all authorisation requirements are met, the responsible office will send you the approval notice by post.
- at least 4 weeks
The processing time depends on the complexity of your system and the planned operation and on the completeness of the documents you submit.
You can only apply for a permit if the facility for the generation of ionising radiation is to be erected in Saxony.
