According to the Tierschutzgesetz, animals must be fed, cared for and housed in a manner appropriate to their species. Animals must not be restricted in their ability to exercise in a way that causes them pain, avoidable suffering or harm.
Anyone who kills a vertebrate animal without reasonable cause will be penalised.
Anyone who tortures an animal by inflicting considerable pain or suffering on it out of cruelty or by inflicting pain and suffering that lasts for a long time or is repeated is also liable to a custodial sentence or a fine.
If you observe such offences, you should report them. You should also report the offence if you have reasonable grounds for suspicion.
Report your observation to:
- the nearest police station or
- the responsible veterinary office
The police are responsible if criminal offences are suspected.
The veterinary office monitors compliance with animal welfare regulations.
Provide as much information as possible about
- place
- time
- Nature of the incident
- the course of the incident
- Animals involved and any pain, suffering or harm caused to them
- Persons involved and witnesses (if known)
The responsible department will check your information.
