Radiation protection law contains requirements and obligations for protection against radon in workplaces. As the person responsible for indoor workplaces in buildings, you must always follow the four-stage concept in accordance with the Radiation Protection Act:

Notification of workplaces with elevated radon activity concentrations in buildings (except work areas in accordance with Annex 8 of the Radiation Protection Act (StrlSchG)) including submission of the exposure assessment and notification of changes

Radiation protection law contains requirements and obligations for protection against radon in workplaces. As the person responsible for indoor workplaces in buildings, you must always follow the four-stage concept in accordance with the Radiation Protection Act:

  1. Measure the radon activity concentration averaged over the year - this is mandatory for workplaces on the ground floor or basement of a building located in a radon precaution area
  2. if the measured value exceeds the reference value of 300 Becquerel per cubic metre, reduction measures must be implemented and their success checked by means of a repeated measurement
  3. if the measured value is still above the reference value of 300 becquerels per cubic metre, the affected workplaces must be notified to the competent authority; an exposure assessment for the affected workers must then be carried out and submitted
  4. if the exposure assessment shows that the effective dose may exceed 6 millisieverts per calendar year, the regulations for occupational radiation protection must be observed

Notification - workplaces in your own premises

You must register workplaces under your responsibility with the competent authority:

  • if you are unable to reduce the average annual radon activity concentration at the workplace to below 300 becquerels per cubic metre despite having implemented reduction measures, or
  • if, for special reasons of occupational health and safety or the nature of the workplace, you do not take any reduction measures to reduce the average annual radon activity concentration to below 300 becquerels per cubic metre.

Notification - workplaces in external business premises

If you or workers under your responsibility work as third parties at registered workplaces in several external business premises on your own responsibility, you must register your activities at these workplaces with the competent authority.

Note: The information required for registration must be provided by those responsible for the workplaces at which you or your employees are working.

Submit an exposure assessment

After registration, an exposure assessment must be carried out for the workers concerned and submitted to the competent authority.

Notify changes to registered workplaces

You must inform the competent authority if you give up a registered workplace or if changes demonstrably result in

  • the reference value of 300 becquerels per cubic metre is no longer exceeded at a registered workplace or
  • an exposure assessment related to the registered workplace shows that the effective dose can no longer exceed 6 millisieverts per calendar year.

Erforderliche Unterlagen

For the notification:

  • Information on the type of workplace and the number of workers affected
  • Results of the measurement that established that the reference value of 300 becquerels per cubic metre was exceeded
  • Information on the measures taken to reduce the radon activity concentration and the results of the repeated measurement following the implementation of these measures
  • further measures planned to reduce exposure to radon

If the notification is made because no reduction measures have been implemented, the reasons for this must be explained, in deviation from point 3.

For the submission of the exposure assessment:

To check the exposure assessment, you must comprehensibly provide all information on the procedure for the assessment.

For the notification of change:

  • Proof that the reference value of 300 becquerels per cubic metre is no longer exceeded at a notified workplace or
  • Proof that the effective dose for an affected worker can no longer exceed 6 millisieverts per calendar year

Voraussetzungen

You are responsible for a workplace in an indoor area

  • where the average annual radon activity concentration is greater than 300 becquerels per cubic metre despite the measures taken, or
  • where, for special reasons, no measures are taken to reduce the radon activity concentration.

You or workers under your responsibility carry out a professional activity on your own responsibility at registered workplaces in several external business premises.

  • Procedure fee: none
  • if applicable: Costs for measuring equipment and evaluation of the measurement as well as necessary measures to reduce the radon activity concentration at affected workplaces

Verfahrensablauf

  • You can submit the notification, the submission of the exposure assessment and change notifications to the competent authority online via Amt24 or in writing. Please enclose the relevant information listed under "Required documents".
  • The competent authority will register your application and check the documents submitted.
  • If there is a need for further information or action, the competent office will contact you. If this is not the case, you will not normally be contacted.

Procedure after the Exposure assessment

Depending on the result of the exposure assessment, you must proceed as follows according to the four-stage concept in accordance with the Radiation Protection Act:

The expected effective dose cannot exceed 6 millisieverts per calendar year

If your assessment shows that the effective dose cannot exceed 6 millisieverts in a calendar year, regularly assess whether the radon exposure could have increased to such an extent that the effective dose could exceed 6 millisieverts in a calendar year, in particular due to changes in working conditions, working hours or the spatial or structural conditions at the workplace.

Always keep radon exposure as low as possible on the basis of general occupational health and safety regulations!

Expected effective dose may exceed 6 millisieverts per calendar year

If your assessment shows that the effective dose may exceed 6 millisieverts per calendar year, you must fulfil the requirements of occupational radiation protection in accordance with Section 131 of the Radiation Protection Act and Sections 157 to 158 of the Radiation Protection Ordinance.

You must ensure that

  • suitable measures are taken to minimise exposure to radon,
  • the body dose of the affected workers is measured by an officially designated measuring point and that the workers are registered in the radiation protection register of the Federal Office for Radiation Protection,
  • the dose limits are not exceeded and
  • the workers concerned are examined annually by an authorised physician.

In the case of registration of activity at registered workplaces in several external operating sites, each worker concerned must be in possession of a complete radiation passport registered with the competent authority. (see -> Further information)
