If you wish to operate an amusement arcade or similar business as a travelling trade, you will require a permit for the respective location.
If another game with the possibility of winning, for example games of skill without technical gaming equipment, is to be organised in this arcade, an additional permit is required.
Please note that you also require a gaming licence from the Landesdirektion Sachsen to operate an arcade as a travelling business.
The documents required vary depending on whether your place of residence or company headquarters is in Germany or abroad.

In the case of legal entities (e.g. limited liability companies, business companies, public limited companies, registered cooperatives), you must submit the personal documents for all natural persons authorised to manage the business (e.g. identity papers) or apply for them (e.g. extract from the central trade register for submission to an authority in accordance with Section 150 (5) of the Trade, Commerce and Industry Regulation Act). For legal entities, you also need an excerpt from the central trade register for submission to an authority in accordance with Section 150 (5) of the Gewerbeordnung.
Partnerships (GbR, KG, OHG, PartG, GmbH & Co. KG) are not eligible for a licence as such. Therefore, each managing partner requires a licence. Submit a completed application form and all personal documents for each of these persons.
- You must have the necessary reliability to operate an amusement arcade. As a rule, you do not have this if you have been convicted of a crime, theft, embezzlement, extortion, receiving stolen goods, money laundering, concealment of unlawfully obtained assets, fraud, breach of trust, unauthorised organisation of a game of chance, participation in unauthorised gambling or an offence under Section 27 of the Jugendschutzgesetz within the last three years prior to submitting your application.
- You must be living in orderly financial circumstances: no insolvency proceedings have been opened against your assets or rejected due to lack of assets.
- The premises intended for the operation of the business must meet the requirements of the police in terms of their condition and location and must be suitable for the operation of a gambling hall.
- There is no danger to young people or excessive exploitation of the gambling instinct to be feared through the operation of your business. Harmful environmental effects within the meaning of the Bundes-Immissionsschutzgesetzes or a nuisance to the general public, neighbours or an existing facility in the public interest are also not to be expected.
- Licence for gaming arcades in the travelling trade (Section 60a (3) sentence 1 GewO): EUR 60.00 to EUR 400.00
- Licence for other games with the possibility of winning (Section 60a (2) sentence 2 GewO): EUR 25.00 to EUR 280.00
Depending on the regulations of the respective department, you can submit your application in writing or online (see -> Online application).
Online Application
- Log in to the service account. If you do not yet have a service account, set one up under "Register free service account".
- Click on the button under Online application.
- Fill in the data fields according to the instructions and upload the supporting documents. You can save the details temporarily at any time and complete them at a later date. You can find cached versions under "My online applications" in your service account.
- Once you have completed all the data fields, you can finalise the application. The data will be sent to the department responsible.
- You will find confirmation of receipt in the inbox of your service account. You will receive a notification of incoming messages to your personal e-mail address.
Written Application
- If an application form is available, you can obtain this via Amt24 or via the authority's own website.
- Submit the completed and signed application or the informal letter with the required supporting documents to the department responsible. You can send the documents electronically by e-mail.
Examination and Decision
- The responsible department will use the information you provide to check whether all requirements are met for the licence to be issued.
- The authority will decide on your application by issuing a decision. The licence can be granted or refused without restrictions or with requirements and conditions.
Please note that you must apply for the permit in good time, as the permit must be available at the start of operations.
