If you want to use forest land for other purposes, you need permission to convert forest from the responsible forestry authority. You also need this permit if you want to use the forest area primarily for non-forestry purposes or if you want to convert the forest only temporarily for other purposes.

In the application, you must describe the planned project in detail and justify its site-specific nature. In the approval procedure, your interests are weighed against and among the interests of the general public.

The competent authority will not approve the forest conversion if it is incompatible with the objectives of the forestry master plan or if the conservation of the forest is predominantly in the public interest.

Compensatory measures

With the approval for forest conversion, the forestry authority determines measures to compensate for the negative impacts. When applying for permanent forest conversion, you should have a nearby area of comparable size suitable for afforestation and be able to prove this. A permit for initial afforestation from the lower agricultural authority must already exist for this.

Reforestation

In the case of approval of a temporary forest conversion, the forestry authority sets an appropriate time limit for reforestation of the area after completion of the forest conversion. Further conditions and requirements may also be imposed.

The competent authority shall set a reasonable time limit for the implementation of the forest conversion. Upon expiry of the deadline, the authorisation shall expire.

Entitled to apply

  • sole owners of the forest plot or
  • persons authorised by owners or owners' associations

Administrative fee: EUR 10.00 per acre of land taken up; minimum EUR 230.00 up to a maximum of EUR 7,500

Note: The fee shall be increased

a) by 10 per cent in cases where a preliminary environmental impact assessment was carried out,
b) by EUR 500.00 to EUR 10,000 in cases where an environmental impact assessment was carried out.

Depending on the regulations of the respective authority, you can submit your application for initial afforestation in writing or online (see -> Online application). You can also obtain the application form from Amt24 or from the authority's own website.

Online application

• Log in to the service account. If you do not yet have a service account, set one up under "Register a free service account".
• Click the button under Online Application.
• Fill in the data fields according to the instructions. You can save the information at any time and complete it later. You can find temporarily saved versions under "My online applications" in your service account.
• Once all data fields have been filled in, complete the application. The data will be sent to the competent office.
• You will find the application confirmation in the inbox of your service account. You will receive a notification of incoming messages at your personal e-mail address.

Written application

• You can submit a written application informally. If available, use the forms provided to submit your application. Submit the completed and signed application with the required supporting documents to the competent office. You can submit the documents electronically by e-mail.

Examination and decision

• Based on the information you provide, the competent authority will weigh your interests against the interests of the general public.
• Other authorities involved in your tasks will be involved in the decision.
• If defined area sizes are exceeded, the authority will initiate an environmental impact assessment or a preliminary assessment.
• A permit is issued by decision.
• The forestry authority checks whether you are properly fulfilling your obligations in connection with the forest conversion. Violations can be punished as administrative offences.

• An appropriate deadline shall be set for replacement and reforestation measures to be carried out.
• The authorisation for forest conversion shall expire upon expiry of the set time limit.
