If you want to clear-cut an area of more than two hectares in your forest, you need a permit. If the area is a protection forest, this is already required for clear-cuts of 1,5 hectares or more.
Clear-cutting measures with an area of at least 1,5 hectares that completely remove the tree cover are clear-cutting. Clear-cutting also includes the felling of individual trees if this reduces the wood stock of a stand to less than 40 percent of its normal state and this measure also covers an area of at least 1,5 hectares.
Adjacent bare areas and unsecured regeneration are included in the area calculation.
It is not a clearcut if
- the area of the felling including adjacent areas is less than 1,5 hectares,
- Natural regeneration measures are associated with it,
- Forest stands are advanced or undercut, or
- it is a felling in a Christmas tree crop.
No permit is required if
- a clear-cut outside of protection forest has a total size of less than two hectares
or if the area is already
- a management plan or management report reviewed by the upper forestry authority is planned,
- a forest conversion permit has been granted, or
- destruction by natural events has already been determined by the forestry authority.
The forestry authority may only deny you permission if you have repeatedly or insufficiently fulfilled your obligations for reforestation in the past or if the careful treatment of the forest cannot be ensured by imposing conditions. Under certain circumstances, restrictions under other regulations, for example nature conservation law, must also be observed.
Extending the deadline for reforestation
There is a legal obligation to reforest cleared or heavily thinned areas within three years. If there are unreasonable reasons why this deadline cannot be met, you can apply for an extension in exceptional cases.

- persons authorised by owners or owners' associations
Further requirements
The area to be logged and the area to be credited to it are together
- larger than two hectares or
- larger than 1,5 hectares in the protection forest.
Administrative fee
- Clear-cutting: EUR 0,65 per acre total area; minimum EUR 75,00 to maximum EUR 350,00
- Extension of reforestation: EUR 75,00
Depending on the regulations of the respective authority, you can submit your application for Clear-cutting authorisation in writing or online (see -> Online application). You can also obtain the application form from Amt24 or from the authority's own website.
Online application
- Log in to the service account. If you do not yet have a service account, set one up under "Register a free service account".
- Click the button under Online Application.
- Fill in the data fields according to the instructions. You can save the information at any time and complete it later. You can find temporarily saved versions under "My online applications" in your service account.
- Once all data fields have been filled in, complete the application. The data will be sent to the competent office.
- You will find the application confirmation in the inbox of your service account. You will receive a notification of incoming messages at your personal e-mail address.
Written application
- Submit the completed and signed application with the required supporting documents to the competent office. You can submit the documents electronically by e-mail
Examination and decision
- On the basis of the information you provide, the authority will immediately examine the effects of clear-cutting on the functions of the forest and whether there are grounds for refusing permission.
- Other authorities involved in your tasks will be involved in the decision.
- If there are no reasons for failure, you will be granted permission to clear-cut by decision. It may contain conditions and requirements.
- The forestry authority checks whether you are properly fulfilling your duties in connection with the clearcut. Violations can be punished as administrative offences.
- If unreasonable reasons prevent you from reforesting within three years of the clear-cutting, you can apply for an extension of the reforestation deadline.
