In order to run a training institution (for ADR courses) as a training organiser for dangerous goods drivers, you must apply for an examination at the local Chamber of Industry and Commerce.
Recognition is possible for different types of courses:
- Basic course
- Advanced course Tank
- Advanced course class 1
- Advanced course class 7
- Refresher training
The IHK checks the submitted teaching and instruction materials as well as the teaching location and, if applicable, the teaching staff.
The application to be submitted must include the following in addition to the scope of recognition (basic course, advanced course tank, advanced course class 1, advanced course class 7):
Course plans/sample lesson plans (timetable) for the training courses applied for:
- Timetable (with breaks)
- topic to be covered incl. time estimates
- Allocation of topics to the subject sector of the respective course plan
- the times, taking into account breaks and travel times to and from the location of the training courses for the practical parts of the course (travel times are not included in the scheduled teaching times)
- Type of instruction (e.g. lecture, instructional discussion, technical media, film lecture, practical exercises)
- Marking of the practical parts
Documentation of the teachers used as proof of their professional and methodological-didactic aptitude:
- Professional background
- Proof of general knowledge of dangerous goods transport law
- Proof of special knowledge for the respective training parts
- Proof of competence in imparting knowledge in an adult-oriented manner
- Presentation of a valid ADR certificate for all classes
- Declaration of willingness to act as a lecturer
The location of the training should be suitable, especially for the practical parts such as training and fire extinguishing location. Also specify the equipment of the training site in your application.

- qualified teaching personnel
- You submit the application to the responsible IHK
- the IHK first checks the material
- if necessary, representatives visit the teaching facility on site
- if necessary, assessment interviews are held with the teaching staff
Finally, you will receive a notification of recognition from the IHK. You are then allowed to offer courses for dangerous goods safety advisors within the scope of the permit.
Examination of the documents: about three weeks
Note: Conducting an assessment interview with the teachers may lead to a longer processing time if necessary.
