Application for a licence for betting events in accordance with Section 2 of the Racing Betting and Lottery Act (RennwLottG)

If you place bets commercially on public performance tests for horses or mediate them, you need a licence, a so-called concession. This is issued on application by the responsible department.

Note: In the Free State of Saxony, the State Directorate of Saxony (Landesdirektion Sachsen) is responsible for the organisation of sports betting itself.

for the granting of the licence:

• proof of professional suitability (e.g. by successful examination before an examination board of the German Bookmakers' Association)
• Certificate of good conduct, not older than three months (bookmaker and bookmaker's assistant)
• two passport photos, not older than three months (bookmaker and bookmaker's assistant)
• Tax clearance certificate from the competent tax office (steuerliche Unbedenklichkeitsbescheinigung) for the company and the persons authorised to represent it (bookmakers)
• Proof of capital in the amount of EUR 25,000.00 through bookmaker's equipment or financial equipment (bookmaker)
• Security deposit of EUR 5,500.00 for bookmaker/locality and EUR 550.00 per bookmaker's assistant
• Current articles of association as well as shareholder resolutions on the appointment of managing directors and, if available, managing director agreements or contracts (bookmakers)
• Current extract from the commercial register (Handelsregisterauszug) (bookmaker)
• Proof of use of suitable commercial premises (i.e. floor plan, MV or ET proof, confirmation of use from the city administration including building permit) (bookmaker)
• Social concept in accordance with the State Treaty on Gambling (bookmaker)
• In the case of foreign betting brokerage: membership in a security fund for the own company and for the foreign bookmaker (bookmaker)
• Proof of participation in a training course on addiction prevention in accordance with the social concept (bookmaker and bookmaker's assistant)

for the extension of the licence:

• Certificate of good conduct (Führungszeugnis), not older than three months (bookmaker and bookmaker's assistant)
• two passport photos, not older than three months (bookmaker and bookmaker's assistant)
• Tax clearance certificate (steuerliche Unbedenklichkeitsbescheinigung) from the relevant tax office for the company and the persons authorised to represent it (bookmakers)
• Proof of participation in a training course on addiction prevention in accordance with the social concept (bookmaker and bookmaker's assistant)

• Guarantee of irreproachable management (proof)
• Commercial qualification
• Deposit of a security (bookmaker and bookmaker's assistant)

• Bookmaker's licence: from EUR 150.00 to EUR 2,000.00
• Assistant licence: from EUR 80.00 to EUR 500.00

• You submit a written application (informal) for the granting or extension of a licence.
• Please attach the information/ evidence mentioned under "required documents" to your application.
• Once the documents have been received, they will be checked and the necessary parties will be consulted.
• If the application is successfully reviewed, you will receive the requested approval notice for the bookmaker licence/ assistance licence from the responsible department.
