If you would like to set off private fireworks outside of New Year's Eve, you will need an exemption licence.

You can only obtain this authorisation for the setting off of fireworks in category F2 ("Silvesterfeuerwerk").

Note: Only at the turn of the year (on 31 December and 1 January) may you, as a private individual over the age of 18, set off category 2 fireworks without a permit. The setting off of fireworks without a corresponding permit in the period from 2 January to 30 December of any given year constitutes an administrative offence for which a fine may be imposed.

You are not entitled to an exemption licence.

Note: Even with such an exemption licence, private individuals may not set off fireworks in categories F3, F4, stage fireworks in category T2 or other pyrotechnic articles in category P2.

• Application form
• Identity card as proof of age and place of residence
• Further documents about the purpose of the fireworks

• Minimum age: 18 years
• Justified reason for setting off fireworks
• Example:
  
  • a golden wedding anniversary,
  • a milestone birthday or
  • another anniversary

The fees are based on the fee schedule of the respective municipality.

• An exemption authorisation must be applied for in writing
• Application form is available for download depending on the city or municipality's offer
• If no form is offered by the city or municipality, you can submit the application informally
• The informal application must include at least
  
  • the occasion,
  • the date
  • the planned start of the event
  • the end of the event,
  • venue

Note: You can only purchase category F2 fireworks once you have received an exemption licence. You can obtain these, for example, from a fireworks company or from an online shop on the Internet.

• The exemption authorisation may be subject to conditions.
  Example:
  
  • Presence of the fire brigade or volunteer fire brigade during the setting off of the fireworks or
  • Proof of liability insurance

You can find out whether and which conditions are attached to the authorisation from the responsible authority.

Inspection period: approx. 4 weeks due to queries from the fire brigade or the trade supervisory authority as the technical authority

Application: at least 4 weeks before the desired date
