Permission to operate as a collector, transporter, trader and broker of hazardous waste in accordance with § 54 of the Kreislaufwirtschaftsgesetz (KrWG)
You need a permit for collecting, transporting, trading and brokering waste if the intended activity also involves hazardous substances. Activities involving non-hazardous waste only require notification. You can notify the authorities and apply for a permit via the joint procedure portal of the federal states or directly at the competent authority.
The following are exempt from the permit requirement:
- Specialized waste management companies that are certified for the activity requiring a permit,
- collectors, transporters, traders and brokers of hazardous waste who operate within the framework of commercial enterprises, and
- the public waste management authorities.

For this procedure, you can use the service of the Single Point of Contact (Einheitlicher Ansprechpartner). They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.

Foreign certificates from another member state of the EU or the European Economic Area are equivalent to German certificates. The competent body checks their equivalence. The evidence must show that the applicant meets the licensing requirements or the requirements of the issuing state that are essentially comparable on the basis of their objective.
Notes:
- Proofs that are not written in German must be accompanied by a translation into German. Only publicly appointed and sworn translators are authorized to translate.
- In individual cases, the competent body may require further documents or translations in German.

You can apply for permission to start waste management activities with hazardous substances online using an electronic wizard via the zks-abfall.de notification/permit portal.
- Follow the link to the online form and fill in the data fields step by step according to the instructions.
- Have the required supporting documents ready to attach to your online notification in electronic form.
- Once all data fields have been filled in, confirm that the information is complete and complete the process. To do this, you must sign the application with a qualified electronic signature. To do this, you can use the signature card and card reader that you use in the electronic waste verification procedure, for example. You will receive an electronic confirmation of receipt.
After reviewing the application, the waste management authority issues the waste management permit; it can make the activity dependent on conditions, set a time limit for it, or impose conditions on it. You must notify the responsible office immediately of any changes to your waste activity via the notification/permit portal.
Tip: You can also send documents relating to a notification, a permit application or an existing permit to the competent body in electronic form using the online assistant.
Marking of waste transports
Vehicles transporting waste on public roads are identifiable by an orange A plate. The A sign obligation applies regardless of whether the waste is hazardous or not. Waste management companies must also mark waste transports on public roads in this way.
