Application for determination of the dangerousness of a dog with proof of behaviour test and expert opinion in accordance with section 1.2.3 of the administrative regulation "Gefährliche Hunde" ( VwV GefHunde)
If you wish to keep a dog that is classified as presumed dangerous without official permission, you must disprove the presumed dangerousness of your dog by means of an expert opinion ("character test") from a recognised canine expert. The decision on the refutation of the presumed dangerousness is made by the district police authority.
Suspected dangerous dogs (so-called "fighting dogs") are representatives of the following groups and their crossbreeds with each other:
- American Staffordshire Terrier
- Bull terrier
- Pit bull terrier
Puppies and young dogs up to the age of six months are exempt.
Dogs whose suspected dangerousness has been successfully disproved are not subject to the Gesetz zum Schutze der Bevölkerung vor gefährlichen Hunden (GefHundG). The provisions of this law therefore do not apply to them.

- Expert opinion ("Wesenstest"): by agreement between dog owner and expert
- Decision on the refutation of dangerousness: EUR 125.00 – EUR 240.00
- Appoint a publicly appointed dog expert to draw up an expert opinion on the unsuitability of your dog
- Submit a letter of application to the competent Kreispolizeibehörde ("responsible department") and enclose the expert opinion on the unsuitability of your dog.
- The competent Kreispolizeibehörde will make a decision on the refutation of the dangerousness of your dog, you will receive written notification of this.
- Validity of the certificate: for the duration of dog ownership by the applicant
- Follow-up report in the event of a change of owner: within one year by the new dog owner
Appraisals from other federal states
Evaluations prepared in other federal states are checked for comparability by the Staatsministerium des Innern. This is done at the request of the respective district police authority and is free of charge.
