Application to keep dangerous dogs in accordance with the Law for the Protection of the Population from Dangerous Dogs (GefHundG)
If you want to keep a dangerous dog, you need an official licence.
Dangerous dogs within the meaning of the Gesetz zum Schutze der Bevölkerung vor gefährlichen Hunden (GefHundG) are dogs that are suspected of being dangerous or are determined to be dangerous in individual cases.
Suspected dangerous dogs (so-called fighting dogs) are representatives of the following dog groups and their crossbreeds with each other:
- American Staffordshire Terrier
- bull terrier
- Pit bull terrier
Puppies and young dogs up to the age of six months are exempt.
In individual cases, dangerous dogs are in particular dogs
- that have proven to be aggressive towards humans and animals,
- which have a tendency to chase or tear game or farm animals or
- which have developed an increased aggressiveness through breeding, keeping or training and attack people or animals for this reason.
The district police authority determines whether a dog is dangerous on a case-by-case basis.

Apply to the district police authority ("competent authority") for permission to keep a dangerous dog.
Your application should contain:
- Your full name and date of birth
- The address (postcode, town, street, house number) of your main residence
- Information about the dog in question
- If you do not already have a recognised certificate of competence, please apply for admission to the competence test at the same time
- The competent authority will use your details and evidence to check the conditions under which you can be granted authorisation. You will receive information on the further procedure, such as the documents that need to be submitted and, if necessary, the taking of an examination of expertise.
- If the requirements are met, you will be granted written authorisation to keep the dog (with conditions if necessary). Pay the administrative costs as per the fee notice beforehand.
Property licence test
The competent authority will test your expertise in dog ownership at your request. The test consists of a theoretical and a practical part. You will receive an official certificate confirming that you have passed the test. If you fail, you may repeat the test.
- Validity of the certificate: for the duration of dog ownership by the applicant
- Follow-up report in the event of a change of owner: within one year by the new dog owner

Change of dog owner
If you give up keeping the dog in question, you must notify the competent authority immediately and inform them of the whereabouts of the dog and the name and address of the new owner.
