Notification of applicants for a licence to fly an aircraft in accordance with Section 19 of the Ordinance on Aviation Personnel (LuftPersV)
The training organisation (so-called flight school) notifies the competent authority of every newly accepted applicant for a licence no later than eight days after the start of training.
The notification of applicants for a glider pilot's licence is only required if the flight school's training management has doubts as to the applicant's reliability.
Submission by the applicant to the training organisation at the start of training:
- valid identity document to establish identity for data collection,
- Medical certificate (by the first solo flight at the latest),
- Declaration of ongoing investigation or criminal proceedings and that information has been requested in accordance with Section 30 (8) of the Road Traffic Act,
- for a light aircraft pilot licence (LAPL) or private pilot licence (PPL) or glider pilot licence with the authorisation for touring motor gliders (SPL with TMG) , a certificate of good repute from the competent aviation security authority or a certificate of an equivalent check or, for applicants applying for the first time for an SPL without TMG or balloon pilot licence (BPL), a certificate that a certificate of good conduct has been applied for in accordance with the Federal Central Criminal Register Act,
- if the applicant is a minor, a declaration of consent from the legal representative.

The training of personnel requiring a licence is only permitted if
- the applicant is suitable,
- there are no facts that make the applicant appear unreliable to carry out the intended activity and
- in the case of an applicant who is a minor, the legal representative consents.
There is no minimum age for the start of training, but a minimum age is prescribed for solo flights in the area of pilot licences:
- 16 years for aeroplanes, helicopters, airships
- 14 years for gliders
- 14 years for balloons.
The training organisation reports the applicants for a flight licence to the competent authority using the forms provided.
- If you, as the training organisation, have any doubts about the applicant's suitability or reliability, please inform the competent body in writing of the reasons when registering or during the training.
- The competent body may make the commencement or continuation of the training programme dependent on the applicant providing proof of their suitability.
The competent body shall prohibit the commencement or continuation of training if the person concerned does not fulfil the necessary requirements.
Postal receipt at the Saxony State Directorate, Department 36 - Air Transport and Inland Navigation:
- Applicant registration part 1: no later than 8 days after the start of training
- Applicant registration part 2: until the first solo flight
