Recognition procedure in accordance with Section 13 (1) sentence 1 no. 1 of the Implementing Ordinance to the SächsBO (DVOSächsBO)
Inspection engineers for stability are recognised in the fields of solid construction, metal construction and timber construction. Recognition can be granted for one or more specialisations.
You can be recognised as a test engineer for structural stability upon application if you fulfil the general requirements (§ 17 DVOSächsBO) and the special requirements (§ 23 DVOSächsBO).
The knowledge must be proven in writing in an examination procedure.
Recognitions from other federal states are also valid in the Free State of Saxony if there is equivalence with regard to the recognition requirements and the field of activity.

The completed application form must be accompanied by the following information and supporting documents:
- a curriculum vitae with complete details of the professional career up to the date of application
- a copy of each of the diploma and employment certificates
- proof of the application for a certificate of good conduct for submission to an authority, which should not be older than three months, or an equivalent document
- Details of any other branches
- Details of any participation in a company whose purpose is the planning or realisation of construction projects
- Declaration that the professional activity is carried out autonomously and independently within the meaning of Section 17 sentence 2 numbers 1, 2 or 3 and sentence 3 DVOSächsBO
- If you are a partner/shareholder in an engineering or architectural company, it must be ensured that you are able to carry out your work as a test engineer for structural stability independently if you are recognised as a test engineer for structural stability. Under these circumstances, an addendum must be included in an appropriate place in the partnership agreement (to be concluded if necessary).
- proof that the applicant has been entrusted with the preparation of stability analyses, technical construction management or comparable activities for at least ten years after completing their studies up to the end of the application period
- Proof that stability analyses have been prepared for at least five years within the aforementioned 10 years of professional experience. A considerable number of stability analyses must have been carried out, including for structures with above-average structural engineering difficulty; a broad spectrum of different load-bearing structures must have been worked on within the specialist area applied for.
- Proof of at least one year of technical site management
- Declaration that, in the event of recognition, liability insurance with a liability sum of at least EUR 500,000 each for personal injury, property damage and financial loss per claim, which must be available at least twice in the insurance year, will be taken out; the insurance contract must relate to the activity as a structural stability test engineer
- Information on whether and how often the applicant has already unsuccessfully taken part in a written or oral examination - including in another country
The certificate from the examination board confirming that the applicant fulfils the requirements for recognition with regard to professional experience and technical knowledge is part of the application documents.
Only persons are recognised as test engineers for stability who
- whose personality guarantees that they will fulfil their duties properly in accordance with § 18 DVOSächsBO,
- have the ability to hold public office, and
- work autonomously and independently,
A person who
- carries out their professional activities independently as the sole owner of an office on their own account and responsibility,
- has joined forces with other inspection engineers, inspection experts, engineers or architects, is a board member, managing director or personally liable partner with a legally secured management position within this association and, by virtue of the articles of association, statutes or partnership agreement of this association, can carry out his duties as an inspection engineer independently on his own account and responsibility and free from instructions, or
- works as a university lecturer as part of a secondary occupation as an independent consultant.
An independent person is one who
- has no production, trading or supply interests of their own when carrying out their activities, nor represents third-party interests of this kind that are directly or indirectly related to their activities.
- has the place of business in the Free State of Saxony,
- has a good command of written and spoken German,
- has completed a degree in civil engineering at a German university or an equivalent degree at a foreign university,
- has been entrusted with the preparation of stability certificates, technical site management or comparable activities for at least ten years after completing their studies up to the end of the application period, of which at least five years were spent preparing stability certificates and at least one year was spent in technical site management; however, the time spent in technical site management may only be counted up to a maximum of three years,
- hase demonstrated above-average skills as an engineer, in particular through the preparation of stability analyses for statically and structurally difficult projects,
- has the specialist knowledge and experience required for a test engineer and
- has the necessary knowledge of the relevant building regulations.
Recognition procedure per specialisation:
- Review of professional background: EUR 800.00
- written examination: EUR 1,000.00
- Recognition per specialisation: EUR 497.00
Submit the application for recognition as a test engineer for structural stability (form with the corresponding annex) and the required documents to the competent authority. Indicate in the application for which specialisation(s) you are applying for recognition.
- You will receive a written confirmation of receipt; the recognition authority will request any missing documents.
- The recognition authority is responsible for checking the formal requirements for recognition; it then forwards the documents to the examination board.
- The Examination Board conducts an examination procedure once a year if there is a sufficient number of applications. The duration of the examination procedure is determined by the examination board.
- The examination board examines the professional suitability of applicants in a two-stage procedure.
- In the first stage, the professional background is checked. For this purpose, the reference object list in accordance with Section 25a (2) DVOSächsBO and the object descriptions in accordance with Section 25a (3) DVOSächsBO are assessed.
- In a written examination (2nd stage), applicants must prove that they possess and can apply the technical knowledge and experience required for a test engineer as well as the necessary knowledge of the relevant building regulations.
- The examination board certifies the existence of the required professional experience and technical knowledge and experience in accordance with § 23 sentence 1 numbers 2 to 5 DVOSächsBO to the recognition authority.
- The examination can only be repeated twice in the event of failure. This also applies if a corresponding written or oral examination in another state has not been passed.
If all the requirements are met, the accreditation authority will recognise the candidate as a test engineer for stability.
