Application for a licence or authorisation to fly an aircraft in accordance with the German Air Traffic Act (LuftVG)
In order to be authorised to fly an aircraft, you must have the appropriate permit. After successfully completing training and passing an examination, you can obtain a pilot's licence for the relevant aircraft category.
The acquisition of a licence to fly aircraft requires theoretical and practical training. The training can only be carried out at an approved or declared training organisation (so-called flight school). Knowledge of aviation law, human performance, meteorology, communication, the basics of flying, operating procedures, flight performance and flight planning, general aircraft knowledge as well as navigation and practical skills are taught. The licence is only issued after the theoretical and practical examinations have been passed.
Other competences
The licences for commercial and professional pilots as well as the licences for air sports equipment (ultralight aircraft, hang gliders, paragliders and parachutists) are not the responsibility of the state aviation authorities. The following authorities are responsible here:
- the Federal Aviation Office for commercial/professional pilots
- the air sports associations for air sports equipment
- valid identity document
- Certificate of medical fitness
- Declaration of ongoing investigation or criminal proceedings
- Information according to § 30 paragraph 8 Road Traffic Act
- Certificate from the aviation security authority confirming the applicant's reliability in accordance with Section 7 (1) of the Aviation Security Act or certificate of an equivalent check in accordance with Section 7 (2) of the Aviation Security Act. This certificate is applicable to applicants for a light aircraft pilot licence (LAPL/A - aeroplane or H helicopter) and private pilot licence (PPL/A or H) as well as glider pilot licence with the authorisation for touring motor gliders (SPL with TMG)
- Certificate that a certificate of good conduct has been applied for in accordance with Section 30 (5) of the Federal Central Criminal Register Act, which only applies to applicants for a glider pilot licence (SPL) and balloon pilot licence (BPL)
- Declaration of consent from the legal representative for underage applicants
- proof of theoretical and practical training issued by the training organisation
- Proof of having passed the theoretical and practical examinations
- Proof of authorisation to operate the aeronautical radio service
- Proof of language proficiency level, which is only applicable for LAPL(A) / (H) and PPL(A) / (H) applicants
- completed theoretical and practical training
- passed theoretical and practical examination
- Minimum age:
- Licence for aeroplanes and helicopters: 17 years of age
- Licence for gliders and balloons: 16 years of age
Procedural costs
- Granting of the licence: EUR 50.00 to 70.00
- first-time entry of a language: EUR 15.00 to EUR 35.00 (per language)

Apply for the licence in writing to the competent authority. You can obtain the required application form here via Amt24 or via the portal"Luftfahrtpersonal" of the Landesdirektion Sachsen.
- Submit the completed and signed application including documents to the competent authority.
- The authority will check whether the requirements for the licence have been met.
If the decision is positive, you will receive the licence and the permit will be issued.
- Passing the theory test: within 18 months (counted from the end of the month of the first test)
- Validity of the theory test: 24 months from the day of passing
