Application for authorisation to practise medicine professionally without a licence in accordance with the Heilpraktikergesetz (HeilprG)

If you would like to work in the field of medicine in Germany, you need a medical licence (Approbation) or a licence in accordance with the Heilpraktikergesetz (Heilpraktikergesetz - HeilprG).

Heilpraktiker is not a regulated training profession; there is no state final examination. In order to obtain a Heilpraktiker licence, you must fulfil legally defined minimum requirements and generally undergo a knowledge check by the public health department.

Note: The activity of a non-medical practitioner is a liberal profession. If you wish to open a practice, you must comply with the relevant regulations.

• Application form
• if the competent body does not have an application form available: informal application for authorisation to practise medicine professionally without appointment in accordance with the Heilpraktikergesetz (Heilpraktiker Act)
• brief curriculum vitae with photograph
• birth certificate
• for married persons / civil partners: marriage certificate / civil partnership certificate
• a certified copy of proof of citizenship:
  • identity card or
  • passport or
  • in cases of doubt: Certificate of citizenship
• Certificate ("Meldebestätigung") that the applicant is resident in the Free State of Saxony. The certificate must not be older than three months at the time of application.
• official certificate of good conduct of document type "O". The certificate of good conduct must not be older than three months at the time of application.
• Declaration as to whether criminal proceedings before a court or a public prosecutor's investigation are pending
• medical certificate stating that the applicant is medically fit to practise as a non-medical practitioner. The certificate must not be older than three months at the time of application
• certified copy of the school-leaving certificate
• declaration as to whether and, if applicable, to which authority a licence in accordance with the Heilpraktikergesetz has previously been applied for

Further documents

Only for applicants who have completed training for the medical profession within the meaning of Section 10 (1) of the Federal Medical Practitioners' Code:

• notarised copies of training certificates/certificates

only for applicants with a foreign licence to practise medicine without being a doctor:

• notarised copies of training or examination certificates

Only for applicants outside the European Economic Area (EEA):

• residence permit
• if the medical profession is to be practised as a dependent activity: work permit

The applicant

• has reached the age of 25
• has his/her place of residence in the Free State of Saxony
• has completed at least secondary school or can provide evidence of comparable training
• is morally reliable and has not committed any serious criminal or moral offences
• is suitable for practising the profession of alternative practitioner in terms of health
• successfully completes the knowledge check (in certain cases, the knowledge check may be waived and a decision made on the basis of the file)

• Fees for the granting of a licence to practise medicine professionally without a licence to practise (Approbation) in accordance with the Heilpraktikergesetz: EUR 110.00 to EUR 380.00
• Costs for the knowledge check: EUR 100.00 to EUR 608.00

You may incur additional costs for the required documents and notarised documents.

Application

• You must apply for authorisation in writing. First find out whether the competent authority has application forms available. Depending on what the authority offers, you can also download the application form from Amt24 (-> Online application and forms).
• Compile all the necessary supporting documents (see "Required documents") and submit them to the competent authority with your application.

If necessary, the responsible office will request further documents from you.

Checking the application documents

• If the documents are complete and all requirements are met, the responsible regulatory office will forward the application to the health authority of the district of Görlitz for a knowledge check.

Knowledge check

• All candidates from Saxony take the knowledge test on the specified date at the Görlitz district health authority. The written part is taken in Zittau, the oral part in Löbau.
• Please have the notification from the health authority and your valid identity card or passport ready for the examination date.

Issue of the licence

• You will receive written confirmation of the result of the examination and a fee notice.
• If you have fulfilled the requirements, the public order office will send you the licence certificate as soon as you have paid the administrative fee.
• The licence entitles you to practise medicine without a licence and to use the professional title "Heilpraktiker".

If you fail the knowledge test, you have the option of applying for the licence again.
