Application for a grant from the funding programme "Energy-efficient urban rehabilitation, grants for integrated neighbourhood concepts and rehabilitation managers", KfW Programme No. 432
If you want to make the buildings and heat supply in urban districts of your city or municipality more energy-efficient, your municipality can apply for grants from Programme 432 of the KfW Bankengruppe for your project.
A neighbourhood is defined as several buildings within a district that are connected in terms of area and include municipal facilities, commerce, trade, services, industry, private households and public infrastructure.
In addition to the municipality itself, funding is also possible for other redevelopment agencies; for example, for municipal utilities, housing associations, flat owners or owners' associations.
Funding is available for measures to increase energy efficiency, e.g. for
- the preparation of an integrated refurbishment concept and
- the employment of a refurbishment manager who accompanies and coordinates the implementation of such concepts.

Eligible applicants
- Municipalities (cities, municipalities and rural districts)
- their legally dependent owner-operated enterprises
If the municipality does not use the subsidies itself, it must establish that it is an eligible urban district. This includes in particular
- urban redevelopment areas
- other urban development promotion areas, such as
- Urban redevelopment areas
- Areas of urban monument protection
- Socially Integrative City areas
- active city and district centres
- smaller towns and municipalities
- Building units with existing or planned joint heat supply or other planned measures for joint energy saving
Notes
- A single building is not considered a neighbourhood for the purposes of the funding programme.
- The municipality must confirm the eligibility of the neighbourhood, for example by means of a formal resolution. If necessary, you can submit the confirmation before the final funding decision.
Application
Submit your application together with the required documents directly to KfW. Please use the KfW forms for this purpose.
- Complete the application in full and enclose the required supporting documents.
- Submit the complete application documents to KfW
- Once your application documents have been reviewed, KfW will send you a written decision.
Payment
After completion of the conversion, submit proof of use to KfW. The grant will then be transferred to your account.
Funding period
- for the integrated concept: completion and acceptance within one year of the contract being awarded
- for the rehabilitation manager: up to three years for the duration of employment, starting from the date of application to KfW Bankengruppe
