The handling of weapons or ammunition is regulated by the Federal Weapons Act and generally requires a licence. Unauthorised handling of weapons is a criminal offence or - in certain cases - at least an administrative offence.
If you wish to acquire or own firearms that require a licence, you will need a weapons possession card. The owner's weapons are officially registered and entered in the gun ownership licence.
The ammunition for the firearms registered on the gun ownership card is also subject to authorisation. If you acquire or possess ammunition for these firearms, this must be entered in the gun ownership card. For other types of ammunition, you will receive authorisation through an ammunition purchase permit.
If you have already been issued a firearms possession card, all other weapons that you acquire will be entered on this card.
Inherited weapons and found weapons
If you come into possession of a firearm as a result of an inheritance or if you have inherited a firearm in the past, please contact the relevant office immediately to clarify the legal firearms issues. The same applies to found weapons.
Please do not carry the inherited or found weapon to an authority, but call them first. Weapons may only be transported in an unloaded condition and in a locked container.
Weapons licence
If you not only own a weapon, but also wish to carry it outside your own home, business premises, your own pacified property or a shooting range, you will need a firearms licence in addition to the firearms ownership card.
Advice:
- Find out about the relevant regulations before purchasing a weapon and contact the relevant authority to clarify any questions regarding weapons law
- You can find out which weapons are subject to authorisation in Annex 2 of the Weapons Act (Weapons List).
- If you move to another town or municipality, you do not need to have your firearms licence transferred. When you register at your new place of residence, the local registration office will automatically receive the relevant data.

Which other documents you need to submit depends on the reason for your need to acquire and possess a weapon and on the type of weapon for which you are applying for a weapon possession licence.
- Sport shooters: Certificate from a recognised shooting sports association confirming a need and at least twelve months of shooting sports activity in accordance with supra-local rules, certificate of competence
- Hunters: valid hunting licence
- Collectors: proof of expertise, proof of the cultural-historical significance of the intended creation or expansion of a weapons collection
- Endangered persons: You must credibly demonstrate that you are significantly more at risk than the general public from attacks on life or limb and that the acquisition and possession of a firearm is suitable to minimise this risk. Proof of expertise is also required.
Age
- in principle: completion of the 18th year of age
- Sport shooters who wish to acquire and own large-calibre weapons: Completion of the 21st year of age
Reliability
As a rule, anyone who has been convicted of criminal offences in connection with the handling of weapons, for example, is not reliable under firearms law. Applicants must also not
- Be a member or supporter of a banned or anti-constitutional organisation,
- deny the existence of the Federal Republic of Germany or
- have been in preventive police custody with judicial authorisation more than once in the last five years due to violence.
personal suitability
The required personal aptitude is not possessed, for example, by those persons for whom facts justify the assumption that they are legally incompetent, addicted to alcohol or mentally ill. If necessary, obtain a medical/psychological report before applying for a firearms licence.
Expertise
Proof through
- Expertise examination before a state examination board (Landesdirektion Sachsen, Leipzig office) or a state-recognised examination board (e.g. at an educational institute)
- only for sport shooters: Proof can also be provided by means of a firearms proficiency test conducted by the shooting club of a recognised shooting sports association

Need
The need (a reasonable reason) to possess a weapon may arise from a personal or economic interest that must be particularly recognised, for example as a hunter, sport shooter, weapon collector, person at risk, weapon manufacturer or dealer and as a security company. The need must be proven to the competent authority (see "Required documents" below).
Liability insurance
You must provide proof of liability insurance totalling EUR 1,000,000 - lump sum for personal injury and property damage - to the competent authority.
- Issue of a gun ownership licence: EUR 90.00
- Registration or de-registration of weapons in an already issued weapons possession card: EUR 25.00 per weapon
- Re-inspection: EUR 50.00 per weapon
Application
- Please only apply for a firearms licence using the officially prescribed form (-> Forms and other offers). If not available here, you can obtain the form directly from the relevant office.
- Fill in the relevant fields on the application form and submit it to the competent authority together with the required supporting documents
Examination by the authority
The authority will check whether the applicant has the necessary reliability. To do this, it obtains the following information:
- information from the Federal Central Criminal Register and from the central register of public prosecutors
- a statement from the State Criminal Police Office, the Federal Police, the Customs Criminal Police Office and, if required, the Federal Criminal Police Office and
- information from the constitution protection authority responsible for the applicant's place of residence.
- If there are concerns about personal aptitude, the competent authority may request a certificate from an official doctor, specialist doctor or specialist psychologist regarding mental or physical aptitude.
Regular checks
Holders of a firearms licence must be re-examined by the competent authority for their reliability and personal suitability at regular intervals, but at least every three years.
- Permit to purchase weapons: generally valid for 1 year (exceptions for hunters and sport shooters from a recognised association)
- Authorisation to possess weapons: generally valid indefinitely
Acquisition of weapons:
If you acquire a weapon on the basis of a licence, you must notify the competent authority in writing within 2 weeks and have the weapon entered on your gun ownership card.
Security obligations
You must store and transport weapons in such a way that they are secured against access by third parties. Firearms subject to authorisation may only be stored separately from ammunition and in suitable safety cabinets. Weapons may only be transported in an unloaded condition and in a locked container.
If you violate the security obligations, you must expect a fine and confiscation of the weapons, and even a prison sentence for serious offences.
