The Free State of Saxony grants subsidies for measures to improve the condition or potential of water bodies as well as flood and heavy rain risk management measures, taking into account demographic and economic developments and the effects of climate change
Objects of support
- Measures to improve the status or potential of water bodies:
- Preservation and development of ecologically valuable water bodies as well as renaturalisation or improvement of the ecological potential of non-natural, developed water bodies as well as completion and development maintenance during the first five years
- Preparation of integrated watercourse development concepts (IGK), (partial) project and remediation plans ((partial) VoSa) as well as preliminary investigations and, in particular, feasibility studies for measures in accordance with section 2.1.1
- Construction measures to improve the continuity of watercourses, in particular the dismantling of existing transverse obstructions, the construction of near-natural or technical fish ladders and fish ladders as well as devices to ensure the continuity of watercourses at technical flood protection facilities; with the exception of measures at hydropower plants that have not been permanently decommissioned
- Flood risk management measures:
- Preparation, review and updating of risk management plans for water bodies under the maintenance responsibility of local authorities, including hazard and risk maps and risk assessment as well as hazard maps (Sections 73 to 75 and 78b of the Federal Water Act)
- Preparation of flood protection and retention concepts, concepts for municipal flash flood risk management and hazard and risk assessments for heavy rainfall events
- Construction and conversion of stationary systems for protection against flooding and heavy rainfall
- mobile technical flood protection systems if it is not possible to achieve the flood protection objective using stationary systems for technical, legal or economic reasons
- flood-appropriate conversion of other water management facilities
- Measures to improve or restore the water retention capacity, insofar as they are attributable to public flood protection
- Initial provision of equipment for newly established municipal water defence services and
- supplementary investments in previously non-existent equipment for operational flood defence that serve to implement a hazard prevention plan
- When initiating floodplain projects, the realisation of preliminary investigations
- Other measures subject to approval by the State Ministry for the Environment and Agriculture on a case-by-case basis:
- Projects for the research or development of facilities, procedures or regulations as well as other measures of a pilot or model nature of outstanding state interest for the improvement of the condition or potential of water bodies and flood and heavy rain risk management
- Exchange of experience in the context of measures that serve to improve the condition of water bodies and flood and heavy rain risk management

Authorised applicants
- Municipalities, municipal associations in accordance with the Saxon law on municipal co-operation
- Water and soil associations that are not commercially active in this respect
- natural and legal persons under private law, provided they are not commercially active (not for all projects)
- Communities of participants and their associations under the Land Consolidation Act
Further requirements
- Proof of the economic efficiency and economy of the project.
- Overall financing is guaranteed.
- The measure to be subsidised must not yet have been started.
The application for funding must be made in writing using the prescribed forms.
- Complete the application and attach the required documents.
- Submit the complete application documents to the Saxony State Directorate ("Responsible body").
The Saxony State Directorate will process the application and, once it has been checked, you will receive written notification as to whether and to what extent your application has been approved.
