Test engineer for fire protection, applying for a certificate to act as a test engineer

Persons who are established in another EU member state, another EEA member state or Switzerland for the performance of tasks that correspond to the Implementing Regulation for the Saxon Building Code (DVOSächsBO), but who had to meet lower requirements for this purpose, can apply to become an inspection engineer for fire protection in accordance with DVOSächsBO. 

The recognition authority must certify that the requirements with regard to recognition prerequisites, proof of knowledge and the field of activity are met. The certificate is issued upon application.

A certificate is not required if one has already been issued in another country of the Federal Republic of Germany.

The above-mentioned persons may perform tasks as test engineers for fire protection in accordance with DVOSächsBO if they

• have a good command of the German language, both written and spoken,
• have the personality to guarantee that they fulfill their tasks properly in the sense of § 18 DVOSächsBO,
• have the ability to hold public office,
• work independently and on their own responsibility

Independent is active, who

• carries out his professional activity as the sole owner of an office independently on his own account and responsibility,
• has joined forces with other test engineers, test experts, engineers or architects, is a member of the board of directors, managing director or personally liable partner with a legally secured executive position within this association and, by virtue of the articles of association, statutes or partnership agreement of this association, can perform his duties as a test engineer independently for his own account and responsibility and free of instructions, or
• is active as a university lecturer within the framework of a secondary activity in independent consulting.

An independently active person is one who, in the performance of his duties, has neither his own production, trading or supply interests nor represents outside interests of this kind which are directly or indirectly connected with his activities.

• have completed a course of study at a German university, an equivalent course of study at a foreign university or training for at least the higher fire department level as a member of the architecture, structural engineering, civil engineering or a course of study with a focus on fire protection disciplines,
• after completing their studies or training, have at least five years' experience in the fire protection planning and execution of buildings, in particular of special buildings of various types with a higher degree of fire protection difficulty, or in the inspection thereof,
• have the necessary knowledge in the field of fire prevention and fire protection systems, the fire behavior of building products and types of construction and the relevant building regulations.

Review of professional background: EUR 1,200.00

Written examination: EUR 900.00

Oral examination: EUR 800.00

Issue of the certificate: Fees based on time spent (EUR 67.00 per hour of work or part thereof)

Submit an informal application for certification as a test engineer for fire protection with the required documents to the responsible office.

• You will receive a written confirmation of receipt; the recognition authority will request any missing documents.
• The examination of the formal requirements for recognition is the responsibility of the recognition authority, which then forwards the documents to the examination board.
• The examination board conducts an examination procedure once a year, provided there is a sufficient number of applications. The duration of the examination procedure is determined by the examination board.
• The Examination Committee examines the professional suitability of the applicants in a three-stage procedure.
  • In the first stage, the professional background is examined. For this purpose, the reference object list . At least three fire protection certificates/test reports of special buildings from the submitted reference object list are assessed with regard to the suitability of the applicants.
  • In a written and oral examination (2nd and 3rd stage) the applicants have to prove their technical knowledge.
• The examination board certifies to the recognition authority the existence of the required professional experience and technical knowledge according to § 27 sentence 1 number 2 to 6 DVOSächsBO.
• In the event of failure, the examination can only be repeated twice. This also applies if a corresponding written or oral examination has not been passed in another country. The examination must be repeated in its entirety.

If all requirements are fulfilled, the recognition authority certifies that the requirements regarding the prerequisites for recognition, the proof of knowledge and the field of activity are fulfilled.
