The administrative districts and independent cities receive a lump sum for the construction, renovation and modernisation of child day care facilities or for the equipping of child day care centres that are included in the requirements plan. They are responsible for deciding how to utilise the funding.

Expenditure on construction and equipment investments in the following DIN 276 cost groups, including expenditure on radon protection:
- 200 Preparatory measures (with the exception of cost groups 220, 240 and 250),
- 300 Building - building structures (with the exception of cost group 370),
- 400 Building - technical installations,
- 500 Outdoor facilities and open spaces,
- 610, 620 and 690 General and other equipment (only for child day care centres and in child day care facilities only initial equipment for new buildings, replacement new buildings and extensions)
- 700 Ancillary building costs (with the exception of cost groups 710 and 750)
- Overview of all individual projects with a description of the total expenditure and the intended financing
- for company-supported day care centres:
- valid articles of association or partnership agreement,
- current extract from the register of associations and commercial register,
- Proof that children of the company's employees are primarily cared for,
- A description of how the company is contributing to the financing of the project applied for,
- A statement from the State Youth Welfare Office stating that once the measure has been implemented in accordance with the specified planning, it is likely that the operating licence will be granted,
- Information on the childcare capacity with a justification of the need in this regard
- Specifications in the VwV to § 44 SäHO, if applicable, regionally defined specifications of the districts and independent cities
- Day care centre and day care centre:
- must be in the requirements plan of the youth welfare office of the district or city concerned (exception: supported day care centres) or
- their admission must have been bindingly confirmed
- After-school care centres at special schools must be included in the school network plan
- Participation of the district or independent city, if they are not themselves recipients of the grant, of at least 10 per cent of the grant
- Minor limits for the funding of measures of individual final recipients:
- EUR 50,000 for child day-care centres and
- EUR 2,500 for (day care centres
- Consideration of the recommendation of the Saxon State Ministry for Social Affairs and Social Cohesion on the spatial requirements for child daycare centres (for new buildings, conversions, extensions and replacement buildings)
- Applications must be submitted to the responsible district or city.
- Special funding can also be provided for day care centres supported by companies, regardless of whether they are included in the requirements plan. In this case, applications must be submitted directly to the Saxony Municipal Social Association.
- Funding for day-care centres and childminders: Application by the districts and independent cities to theapproval office by 31 July of the current year
- Special funding for company-supported day care centres: Application to the verband Sachsen (funding agency by 31 October of the year preceding the funding period
The initial recipients are the districts and independent cities that
- are responsible for passing on the grants to municipal and independent providers of child day care centres or
- in the case of funding for day care centres, to the municipality (final recipient).
