Notification of the first-time commencement of activities involving pathogens in accordance with Section 49 of the Infection Protection Act (IfSG).
If you have a permit to carry out activities involving pathogens and wish to take up such activities for the first time, you must notify the competent authority.
You need a permit from the competent authority if you wish to bring pathogens into Germany, export them, store them, dispense them or work with them. Pathogens are defined as transmissible viruses, bacteria, fungi, parasites and the like that are capable of reproduction and can cause infection or transmissible diseases in humans.
Attention! Even if you are exempt from the permit requirement, you must indicate the start of the Tätigkeit. If you work with pathogens under the supervision of persons who have a permit or are exempt from the permit requirement, you do not have to report the start of the activity.
Single Point of Contact (Einheitlicher Ansprechpartner)
For this procedure, you can use the service of the Single Point of Contact (Einheitlicher Ansprechpartner). They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.
If you have been granted permission to work with pathogens by another authority, you must submit a certified copy of this permit with the notification of the activity.
The competent authority shall prohibit activities involving pathogens if there is reason to suspect a risk to public health, in particular because
- suitable rooms or facilities are not available for the type and scope of the activities, or
- the conditions for safe disposal of the pathogens are not met.
You must submit the notification of commencement of activity in writing to the competent authority. It must contain the following:
- Information on the nature and scope of the intended activities and on the disposal measures.
- Information on the condition of the premises and equipment
- if you are exempt from the permit requirement for work with pathogens: Information on the exemption from the permit requirement
