Natural and legal persons whose suitability is confirmed by the authorities can act as expert bodies in accordance with the Heating Costs Ordinance. You must apply for this confirmation and prove your suitability.

Expert bodies test and confirm the suitability of the designs of heat cost allocators for recording the proportional heat consumption. The distributors may only be used if they comply with the recognized rules of technology or their suitability has been proven in some other way.

Single Point of Contact (Einheitlicher Ansprechpartner)

For this procedure, you can use the service of the Single Point of Contact (Einheitlicher Ansprechpartner). They will guide you through the administrative procedure, take care of correspondence with all the offices responsible for your request and will be available to you as a competent advisor.

• Information and proof of suitable spatial accommodation and technical equipment of the expert body in accordance with the requirements of the Physikalisch-Technische Bundesanstalt
• Proof of expertise, reliability and independence, i.e. neutral and objective testing activities as well as economic independence of the management and the staff
• Information on the type of heat cost allocators to be inspected
• Proof of the necessary means for the maintenance and proper operation of the expert body.

Note: The competent body may require additional information and documents to the extent necessary for the assessment of the certification requirements. Inquire directly with the competent body in this regard.

The expert body must have:

• the necessary equipment for testing and assessing heat cost allocators and
• appropriately qualified personnel

The metrological equipment of the expert body for heat cost allocators must meet the requirements of the Physikalisch-Technische Bundesanstalt. The competent body may require additional equipment.

Fee amount according to workload

You can submit the application for confirmation of suitability as an expert body in writing to the State Office for Metrology and Verification. In cooperation with the Physikalisch-Technische Bundesanstalt (PTB), the PTB will check your suitability and, if necessary, issue a certificate of proven suitability.
