In the land utilisation plan (FNP), the municipality outlines the type of land use for its entire municipal area. This is derived from the intended urban development resulting from the foreseeable needs of the municipality.
For example, residential areas, commercial and industrial areas, green areas, traffic areas and areas for utilities are shown. The aim and purpose of the planning are set out in the accompanying explanatory memorandum. The representations in the FNP are binding for the public planning authorities and must be taken into account by them in their planning. The FNP has no direct legal effect on citizens; in particular, the FNP does not establish any building rights.
If you are requesting planning information on a specific plot of land, you should provide details of the relevant plot (e.g. district, parcel and plot number).
The FNP can be viewed by everyone. Information on the content of the FNP can be requested.
- Since 13 May 2017, the FNP currently being prepared must also be posted on the city's/municipality's website and on the internet-based central state portal for urban land use planning.
- The city/municipality should also make the FNP adopted after completion of the aforementioned preparation procedure available to the public here.
