Certificate in accordance with Section 22 (3) of the Implementing Regulation for the Saxon Building Code (DVOSächsBO)
Persons who are established in another EU member state, another EEA contracting state or Switzerland for the performance of tasks that correspond to the Implementing Regulation for the Saxon Building Code (DVOSächsBO), but who had to meet lower requirements for this purpose, may, upon application, act as a test engineer for structural stability according to DVOSächsBO.
The recognition authority must certify that the requirements with regard to recognition prerequisites, proof of knowledge and the field of activity are met. The certificate is issued upon application.
A certificate is not required if one has already been issued in another country of the Federal Republic of Germany.

The certificate issued by the examination board confirming that the requirements for recognition with regard to professional experience and technical knowledge have been met is part of the application documents.
The above-mentioned persons can carry out tasks as test engineers for stability according to the DVOSächsBO, if they
- have a good knowledge of the German language, both written and spoken,
- have the personality to guarantee that they will fulfill their tasks properly in the sense of § 18 DVOSächsBO,
- have the ability to hold public office,
- work independently and on their own responsibility.
A person is considered to be acting on his/her own responsibility if
- carries out his professional activity as the sole owner of an office independently on his own account and responsibility,
- has joined forces with other inspection engineers, inspection experts, engineers or architects, is a member of the board of directors, managing director or personally liable partner with a legally secured managerial position within this association and, by virtue of the articles of association, statutes or partnership agreement of this association, can perform his duties as an inspection engineer independently for his own account and responsibility and free of instructions, or
- is active as a university lecturer within the framework of a secondary activity in independent consulting.
An independently active person is one who, in the performance of his duties, has neither his own production, trading or supply interests nor represents outside interests of this kind which are directly or indirectly connected with his activities.
- have completed a course of study in civil engineering at a German university or an equivalent course of study at a foreign university,
- have been entrusted with the preparation of stability certificates, technical site management or comparable activities for at least ten years after completing their studies, of which they must have prepared stability certificates for at least five years and been entrusted with technical site management for at least one year; however, the time spent in technical site management may only be credited up to a maximum of three years,
- have demonstrated above-average capabilities through their work as an engineer, in particular by preparing stability analyses for projects that are difficult in terms of statics and design,
- have the specialist knowledge and experience required for a test engineer, and
- have the necessary knowledge of the relevant building regulations.
Processing fees per specialisation:
Review of professional background: EUR 800.00
Written examination: EUR 1,000.00
Issuing of the certificate per specialisation: Fees according to time spent (EUR 67.00 per hour of work or part thereof)
Submit an informal application for certification as a test engineer for structural stability with the required documents to the responsible office. In your application, specify the field(s) for which you are applying for the certificate.
- You will receive a written confirmation of receipt; the recognition authority will request any missing documents.
- The recognition authority is responsible for checking the formal requirements for recognition; it then forwards the documents to the examination board.
- The examination board conducts an examination procedure once a year, provided there is a sufficient number of applications. The duration of the examination procedure is determined by the examination board.
- The Examination Committee examines the professional suitability of the applicants in a two-stage procedure.
- In the first stage, the professional background is examined. For this purpose, the list of structurally and constructively difficult construction projects worked on in the last ten years is evaluated.
- In a written examination (2nd stage), the applicants must prove that they have the technical knowledge required for a test engineer.
- The examination board certifies to the recognition authority the existence of the required professional experience and technical knowledge and experience according to § 23 sentence 1 number 2 to 5 DVOSächsBO.
- The examination can only be repeated twice if the candidate fails. This also applies if a corresponding written or oral examination has not been passed in another country.
If all requirements are fulfilled, the recognition authority certifies that the requirements with regard to recognition prerequisites, proof of knowledge and the field of activity are fulfilled.
The implementation of recognition procedures for test engineers for structural stability is announced in the Sächsisches Amtsblatt (Saxon official gazette), stating an application deadline.
