Funding of projects at Olympic bases, competitive sports venues and sports and sports management schools in accordance with the Directive on the Promotion of Sports (RL Sportförderrichtlinie), No. 01510
With this funding, the Free State of Saxony supports projects in sports facility construction and the procurement of sports equipment under certain conditions.
What is supported?
Sports facility construction
- Projects to secure, renovate and modernise sports facilities, as well as the construction, extension and conversion of sports facilities
- Priority is given to basic sports facilities, such as sports halls, sports fields including the associated functional buildings and indoor swimming pools for swimming.
Note: The promotion of indoor swimming pools is only permissible:
- as a replacement for existing indoor swimming pools, if it can be proven that a higher economic efficiency is achieved in comparison to renovation, or
- due to a strong population growth, in particular if the practice of club and mass sports can demonstrably no longer be guaranteed
Procurement of sports equipment
- within the framework of the above-mentioned funding measures: Initial equipment or necessary replacements due to structural changes
Sports facilities operated for profit or used to a considerable extent by professional athletes are not eligible for funding. Co-financing of sports facilities for predominantly school use is also not possible within the framework of this funding.

Project funding: non-repayable grant (partial funding)
Amount
- up to 50 % of eligible expenditure
- for investments in sports and sports management schools: up to 80% of eligible expenditure
- for investment projects at Olympic training centres: usually 30% of the eligible expenditure (Land share)

Eligible applicants
- Municipalities
- independent cities (Dresden, Leipzig, Chemnitz)
- Counties
- municipal special-purpose associations
- privately owned companies of the independent cities and districts
Further requirements
- The need for the project must be proven.
- Sports clubs may apply for a grant of EUR 2,500 or more, and municipalities may apply for a grant of EUR 10,000 or more (de minimis limit).
- The chief administrative officer must declare that
- the project corresponds to an object of funding
- the eligibility requirements according to section XII of the Sports Promotion Guidelines are met,
- the total expenditure is in line with economic and economical budget planning, and
- the overall financing of the construction measure, including follow-up costs, is secured.
- Sports clubs, sports and sports management schools as well as municipal special-purpose associations and companies must prove that a possible claim for reimbursement is secured for grants of EUR 75,000 or more.
- The construction measure applied for should comply with the objectives, principles and other requirements of regional planning and should not conflict with the objectives of integrated regional development strategies, such as:
- Regional development concept (REK)
- Urban development concept (SEKO)
- Construction measures on buildings must comply with the requirements of the Building Energy Act as amended. In deviation from this, a considerable increase in efficiency is to be achieved in the case of historical monuments or other buildings worthy of preservation.
- Floodlighting systems must comply with the generally recognised rules of technology.
- Proof of a minimum own contribution of 10 percent by the applicant.
Please note that projects with a total value of 200,000 EUR or more are classified as "large-scale association measures" according to the VwV (Association Measures).
The measure may not be started before the notification of the funding decision or before the possible approval of the early start of the measure without detriment to the funding. The conclusion of a supply, service or purchase contract counts as the start of the measure.
In the first step, take advantage of the advisory services offered by the SAB.
- Submit the completed application with all required documents and evidence to the SAB.
- You will receive a funding decision after the review has been completed.
- Application: by 30.09. of the current year for projects starting in the following year
Attention! Do not start the project before the notification of the funding decision or the possible approval for an early start. The conclusion of a supply, service or purchase contract already counts as the start of the project.
