Lotteries and games of chance are summarised under the term public gambling. They are generally subject to authorisation in the Free State of Saxony.

Lotteries and games of chance are summarised under the term public gambling. They are generally subject to authorisation in the Free State of Saxony.
A lottery is a game of chance whose participants are given the chance to win a cash prize in return for payment of a fee. In a lottery, items or monetary benefits can be won instead of money. Tombolas are raffles with non-cash prizes. What both have in common is that the prize depends on chance.
Small lotteries and raffles
So-called small lotteries and raffles fall under the General Licence for Small Lotteries and Raffles in the Free State of Saxony (AELott) and only need to be reported.
- completed application form
- current extract from the register of associations, if applicable
- Copy of the articles of association
- Notice of exemption from the tax office
- Profit plan (list of all profits with their value)
- planned organisation of a lottery or lottery game that does not meet the requirements of the General Licence for Small Lotteries and Lottery Games in the Free State of Saxony (AELott)
- Administration fee: 1.5 per mille of the total sales value (less lottery tax) of the tickets to be issued - minimum EUR 50.00, maximum EUR 10,000
- Request the officially prescribed form from the Saxony State Directorate.
- Set up a service account in Amt24 and use it to log in to the service portal. Have electronic copies of the required documents ready.

- Follow the link to the online application(see -> Online application) and fill in the data fields according to the instructions. You can save the information at any time and complete it at a later date.
- Upload the required documents(see -> Required documents).
- Once all data fields have been completed, finalise the application and the data will be sent to the responsible office.
- You will find the application confirmation in the inbox of your service account. You will receive a notification of incoming messages to your personal e-mail address.
- Submit the completed form with the required documents to the relevant office.
- The Saxony State Directorate will immediately check your application and inform you in writing.
- If you have been granted authorisation, register the lottery or draw with the Chemnitz-Mitte tax office.
- Once the lottery or raffle has been completed, submit the proof of utilisation to the Saxony State Directorate (Leipzig office), stating that the net proceeds have been used for charitable purposes.
- Processing time: at least two months
- Submission of the proof of use: deadline according to the approval notice
- Registration with the tax office: in good time before the event
