Recognition procedure in accordance with Section 13 (1) sentence 1 no. 2 of the Implementing Ordinance to the SächsBO (DVOSächsBO)
You can be recognised as a test engineer for fire protection upon application if you fulfil the general requirements (§ 17 DVOSächsBO) and the special requirements (§ 27 DVOSächsBO).
The knowledge must be proven in writing and orally in an examination procedure.
Recognitions from other federal states are also valid in the Free State of Saxony if there is equivalence with regard to the recognition requirements and the field of activity.

Details and supporting documents:
- a curriculum vitae with complete details of your professional career up to the date of application
- a copy of each of the diploma and employment certificates
- proof of the application for a certificate of good conduct for submission to an authority, which should not be older than three months, or an equivalent document
- Details of any other branches
- Details of any participation in a company whose purpose is the planning or realisation of construction projects
- a declaration that the professional activity is carried out autonomously and independently within the meaning of Section 17 sentence 2 numbers 1, 2 or 3 and sentence 3 DVOSächsBO
- If you are a partner/shareholder in an engineering or architectural company, it must be ensured that you can carry out your work as a fire protection test engineer independently if you are recognised as a fire protection test engineer. Under these circumstances, an addendum must be included in a suitable place in the articles of association (to be concluded if necessary).
- proof of at least five years of experience in the fire protection planning and execution of buildings, in particular special buildings of various types with a higher degree of difficulty in terms of fire protection or their inspection in the form of a list of reference objects, in which ten special building projects of various types with a higher degree of difficulty in terms of fire protection are listed, including a brief description of the property-related fire protection aspects; the selection must reflect a period of at least five years, whereby the projects should not be older than ten years
- a declaration that, if recognised, liability insurance with a liability sum of at least EUR 500,000 each for personal injury, property damage and financial loss per claim, which must be available at least twice in the insurance year, will be taken out; the insurance contract must relate to the activity as a fire protection test engineer
- Information on whether and how often the applicant has already undergone an unsuccessful recognition procedure as a test engineer / test expert for fire protection in another country
The certificate from the examination board confirming that the requirements for recognition with regard to professional experience and specialist knowledge have been met is part of the application documents.
Only persons are recognised as test engineers for fire protection who
- whose personality guarantees that they will fulfil their duties properly in accordance with § 18 DVOSächsBO,
- have the ability to hold public office,
- work autonomously and independently,
A person who
- carries out their professional activities independently as the sole owner of an office on their own account and responsibility,
- has joined forces with other test engineers, test experts, engineers or architects, is a board member, managing director or personally liable partner with a legally secured management position within this group and, by virtue of the articles of association, statutes or partnership agreement of this group, can perform his duties as a test engineer independently on his own account and responsibility and free from instructions, or
- works as a university lecturer as part of a secondary occupation as an independent consultant.
An independent person is one who
- has neither his own production, trading or supply interests nor represents third-party interests of this kind that are directly or indirectly related to his activities.
- have their place of business in the Free State of Saxony,
- have a written and spoken command of the German language,
- have completed a degree programme in architecture, structural engineering, civil engineering or a degree programme with a focus on fire protection at a German university, an equivalent degree programme at a foreign university or training for at least the first entry level of career group 2 in the fire service,
- have gained at least five years of experience in the fire protection planning and construction of buildings, in particular special buildings of various types with a higher degree of fire protection difficulty or their inspection, after completing their studies or training,
- have demonstrated above-average skills in the fire protection planning and construction of special buildings in accordance with Section 27 Sentence 1 Number 2 DVOSächsBO or their inspection,
- have the necessary knowledge in the field of fire prevention and fire protection systems, the fire behaviour of building products and types of construction as well as the relevant building regulations.

Submit an informal application for recognition as an inspection engineer for fire protection with the required documents to the competent authority.
- You will receive a written confirmation of receipt; the recognition authority will request any missing documents.
- The recognition authority is responsible for checking the formal requirements for recognition; it then forwards the documents to the examination board.
- The Examination Board conducts an examination procedure once a year if there is a sufficient number of applications. The duration of the examination procedure is determined by the examination board.
- The examination board examines the professional suitability of applicants in a three-stage procedure:
- In the 1st stage, the professional background is checked. For this purpose, the list of reference objects is assessed. At least three fire protection certificates / test reports of special buildings from the submitted reference object list are assessed with regard to the suitability of the applicants in order to determine the above-average skills according to § 27 sentence 1 number 3.
- In a written and oral examination (2nd and 3rd stage), the applicants must demonstrate their technical knowledge.
- The examination board certifies to the recognition authority that the required professional experience and technical knowledge in accordance with Section 27 sentence 1 numbers 2 to 7 DVOSächsBO have been acquired.
- The examination can only be repeated twice in the event of failure. This also applies if a corresponding written or oral examination in another country has not been passed. The examination must be repeated in its entirety.
If all requirements have been met, the accreditation authority will recognise the candidate as a fire safety test engineer.
