Entitlement to recognition of equivalent examinations and certificates of qualification in accordance with the §§ 7, 10 Bundesvertriebenengesetz (BVFG)
Late repatriates, their spouses, and descendants (offspring) can apply for the conversion of their foreign university degree into a corresponding German academic degree in accordance with the Bundesvertriebenengesetz (BVFG). A certificate of conversion issued in another federal state also entitles the holder to use the converted degree in the Free State of Saxony as long as
- the conversion has not been revoked, or
- the certificate has been returned to the issuing Land.
Use of foreign university degrees
Except for the regulations under the Federal Expellees Act, it is not possible to convert foreign degrees into German university degrees. In general, you may use foreign university degrees in the Free State of Saxony without special permission. The extent to which you are entitled to do so is specified § 45 of the Sächsisches Hochschulgesetz (SächsHSG).

The translations must be made by an interpreter or translator who is publicly appointed and sworn in the Federal Republic of Germany.

Further requirements:
- You are entitled to apply.
- You have not previously submitted a corresponding application to another authority in the Federal Republic of Germany.
- You have a late repatriate certificate.
Conversion is only possible if an equivalent German qualification exists.

The fees are waived if the application is submitted within three years after you have transferred your permanent residence to the Federal Republic of Germany.
Seek advice from the Sächsisches Staatsministerium für Wissenschaft, Kultur und Tourismus. You can apply for conversion using the form provided ("Online application and forms").
- Once your application has been received, the Sächsisches Staatsministerium für Wissenschaft, Kultur und Tourismus will check that it is complete and, if necessary, request additional documents. If necessary, the Zentralstelle für ausländisches Bildungswesen (Bonn) will be asked for an expert opinion.
- If the conversion is possible, a certificate will be issued.
