If you receive certain state social benefits, you can apply for exemption from the licence fee. The same applies to deaf-blind people and recipients of assistance for the blind.

• on receipt of social benefits
  • Proof of receipt of one of the above-mentioned social benefits in the original (notice of authorisation or certificate from the social benefit provider)
• in the case of deaf-blindness:
  • current original medical certificate of deaf-blindness or
  • Severely disabled person's pass with the mark "TBl" or
  • Certificate from the pension office on the degree of hearing and visual impairment
• if you receive assistance for the blind
  • current authorisation notice or certificate from the authority regarding receipt of benefits in accordance with § 72 of the Twelfth Book of the Social Code (SGB XII) or § 27d of the Federal Pension Act (BVG)
• in cases of hardship
  • the notice of rejection from the social benefits provider if the income limit is slightly exceeded as a case of particular hardship
• further evidence if required

If you send in the original approval notice, please mark it with the word "Original". Otherwise you may not receive it back, as all incoming mail is destroyed after digital archiving.

You will not receive the certificate from the authority or the benefit provider back. You do not have to mark the original severely disabled person's pass. You will receive it back without being asked.

• You receive state social benefits such as
  • Citizen's allowance
  • Social welfare
  • BAföG
  • Basic income support in old age or in the event of reduced earning capacity
  • Care assistance
• or you are deaf-blind
• or you receive assistance for the blind

Note: You can apply for an exemption from the licence fee as a special case of hardship if you do not receive any social benefits because your income exceeds the respective income threshold by less than the current amount of the monthly licence fee. If you are exempt from the obligation to pay the licence fee, the exemption also extends to your wife or husband within the home. The same applies to your registered partner.

A reduction to one third of the licence fee is granted to the following groups of severely disabled persons (mark "RF"):

• Blind or not only temporarily significantly visually impaired persons with a degree of disability (GdB) of at least 60 solely due to their visual impairment
• hearing-impaired people who are deaf or who are unable to communicate sufficiently by hearing, even with hearing aids
• People with disabilities with a GdB of at least 80 who are unable to participate in public events on a permanent basis due to their non-temporary condition

• You must apply for an exemption or reduction in writing to the responsible office (Beitragsservice/Landesrundfunkanstalt).
• Please use the prescribed form for this purpose. You can also obtain it
  • from cities,
  • municipalities,
  • from the responsible authorities.
• You can complete the Internet form online. Print it out at the end of the submission process and sign it. Enclose the required evidence and send your documents by post to the Beitragsservice or the state broadcasting organisation.

• Commencement of exemption from the obligation to pay the licence fee: from the date on which the submitted proof of benefit commences. Past periods can be taken into account retroactively for a maximum of three years from the date of application.
• Duration of exemption from the obligation to pay the licence fee: depends on the period of validity of the benefit certificate.

If the proof of your benefit certificate is not limited in time, the exemption from the obligation to pay the licence fee is limited to three years.

If you continue to fulfil the requirements for exemption after your exemption has expired, you must submit a new application.
