Young people in Germany are allowed to drive class B motor vehicles from the age of 17 if they are accompanied by an accompanying person. The prerequisite for this is possession of the examination certificate, which is initially obtained instead of the EU driving licence after successful driving school training.
The EU card driving licence is issued on completion of the 18th year of age, and the examination certificate is then simply replaced by the "real" driving licence.
Accompanying person
- If you want to travel as an accompanying person, you must be at least 30 years old and have held a Class B (or 3) driving licence or a corresponding EU/EEA driving licence for at least five years.
- In addition, an accompanying person may not have more than one point in the driving suitability register.
- All accompanying persons must be named and entered on the test certificate.

For the acquisition of the driving licence from 17, the same requirements apply in principle as when the actual minimum age is reached.
The driving licence is granted for category B if the applicant
- has his or her normal place of residence in Germany,
- is suitable for driving motor vehicles,
- has been trained to drive motor vehicles in accordance with the Driving Instructor Act and the legal provisions based thereon,
- has demonstrated his or her ability to drive motor vehicles in a theoretical and practical examination
- Can administer first aid, and
- does not hold a driving licence of this category issued in a member state of the European Union or another state party to the Agreement on the European Economic Area.
In addition, an application for participation in accompanied driving must be submitted and details of the intended accompanying persons must be provided. The legal representatives (usually the parents) must agree to the participation and also declare their consent to the accompanying persons.

All fees are due immediately upon application. No further fees are due when collecting the EU driving licence after the 18th birthday.
- Applications for a driving licence and participation in accompanied driving must be made in person.
- The legal guardians (usually the parents) must declare their consent.
- Furthermore, the accompanying persons must be named in the application.
- After the application has been submitted, the authorities will check whether there are any doubts about your suitability.
Application forms are available from the driving licence authorities and sometimes also from driving schools.
Tip:
The examination takes a certain amount of time, which is why the application should already be submitted at the beginning of the driving school training.
Only when the suitability has been established can the testing organisation (DEKRA) be commissioned to take the test (test order).
However, this test order expires if
- the theoretical test is not taken within twelve months of DEKRA receiving the test order, or
- the practical test is not successfully completed within twelve months of passing the theoretical test.
The test certificate is issued after the practical driving test has been passed, provided that the age of 17 has already been reached by this time. If the test is taken before the 17th birthday, the test certificate can be collected from the driving licence authority after the 17th birthday.
After the 18th birthday, the EU-card driving licence can be collected from the driving licence authority.
Note:
The examination certificate remains valid transitionally until three months after the 18th birthday. The obligation that an accompanying person must travel with you ceases to apply when you reach the age of 18.
