Application according to Section 21 Luftverkehrs-Ordnung for a mass ascent of balloons
If you wish to release bundles of balloons or 500 or more balloons at once, you must inform Deutsche Flugsischerung (German Air Traffic Control, DFS) and obtain their approval.
Letting up children's balloons is a favourite highlight of many events. However, it is not possible to release large numbers of balloons without authorisation, as this can pose a danger to air traffic.
Caution! You always need a licence near airports, even if only a few balloons are being released.
The following information is required for your application or in the online form:
- Your contact details
- Address of the starting location
- the date
- Time of day
- Number of balloons
Clearance by Deutsche Flugsicherung is required in the immediate vicinity of airports (control zone) for the ascent of:
- 500 and more balloons
- bundled balloons (balloon bunches)
- Balloons with objects attached to them
Applicants are responsible for ensuring that the statutory regulations are complied with, in particular those relating to the prevention of risks to public safety and order and fire protection.
If in doubt, please enquire with Deutsche Flugsicherung (DFS) before submitting your application as to whether clearance is required.

Examination and Clearance
- Based on the ascent location, Deutsche Flugsicherung will check whether clearance can be granted.
- The decision always depends on the individual case and may be subject to conditions.
- You will be notified by telephone or in writing.
