To protect against attacks on civil aviation, every person whose activities are related to aviation security must undergo a background check (ZÜP). This applies, among other things, to persons
- who work in the security area of an airport (e.g. for security checks, handling, transport, air freight checks, etc.)
- Personnel of airport and aviation companies, air traffic control organisations, as well as air yards and maintenance companies, freight, postal and cleaning companies, goods suppliers (including secure supply chain)
- Pilots and flight students
- other persons involved in aviation security.
Subject of the check
The purpose of a background check is to establish that the applicant does not pose a risk to aviation safety.
Responsibility
The State Directorate of Saxony as the Saxon aviation security authority is responsible
- for companies whose headquarters are located in the federal state,
- for all persons who require permanent access to security areas at an airport in Saxony,
- for private pilots and flight students who have their main residence in the federal state,
- for (professional) pilots whose company has its headquarters in the federal state.
- Identity card or passport (complete, legible copy)
- Registration certificate if the residential address is not shown on the identity document
- if your place of residence has been abroad for more than 6 months in the last 5 years: Certificate of no criminal record or European Certificate of Good Conduct (with required apostille if applicable)

Reliability
As a rule, reliability is denied if
- You have been convicted of an intentional criminal offence and sentenced to imprisonment, a juvenile sentence or a fine of at least 60 daily rates or at least twice to a lower fine and the last conviction was less than five years ago,
- You have been sentenced to at least one year's imprisonment for a crime or other intentional offence and the last conviction was less than ten years ago,
- You are under investigation, or
- You have violated the free democratic basic order.

The costs of the check are borne by the employer or the private pilot or student pilot themselves.
You apply for the background check via your employer, who will then forward your application to the Saxony State Directorate.
If you require access to the security area of an airport, your application will be sent to the aviation security authority via the relevant ID centre at the airport.
Private pilots submit the application directly to the State Directorate of Saxony.
Information in the application
- Your personal data,
- past periods of employment and training and a record of any gaps over the past five years (except for private pilots and trainee pilots),
- Your place of residence for the past ten years.
Your employer confirms on the application (except for private pilots and student pilots)
- the details of the company,
- Your details of the employment relationship in his/her company,
- the necessity of your ZÜP check.
Decision
Reliability will only be confirmed if there are no remaining doubts about your reliability.
Please note: Each application is assessed individually.
- You are obliged to co-operate, submit the required documents and undergo any required tests (drugs, alcohol, etc.).
- If any findings relating to your person are reported during the validity of your good repute, your ZÜP may be withdrawn.
If an application for good repute is rejected or the confirmed good repute is revoked, you will be subject to a one-year ban. As a rule, a new application can only be submitted after this period has expired.
Notifications
All notifications (ZÜP / rejection / revocation) are sent in writing. If applicable, the employer and the airport ID centre involved will be informed of the decision.
- Application: approx. 1 month before taking up a corresponding job or starting training
- Validity (nationwide): 5 years
(All authorities involved in the examination are obliged to submit a follow-up report during this period) - Application for re-examination: 3 months before expiry of the ZÜP

- Federal Office for the Protection of the Constitution

- Military Counterintelligence Service
- the Federal Commissioner for the Records of the State Security Service of the former GDR
