Application for benefits under the State Blindness Benefit Act (LBlindG)
Blind people are particularly disadvantaged in everyday life. Due to their disability, they are confronted with particular additional material costs. To compensate for this, both the Twelfth Book of the German Social Code (SGB XII) and the respective state laws of the individual federal states provide for the granting of assistance for the blind.
In Saxony, the law on the granting of a state allowance for the blind and other compensation for disadvantages (LBlindG) applies. This is a lump-sum cash benefit granted on a monthly basis. According to this law, the following groups receive cash benefits, regardless of income and assets:
- blind people
- severely visually impaired people
- deaf people
- deaf-blind people
- Children with severe disabilities
Benefits in detail
- for blind people of full age: EUR 380.00
- for blind people who have not yet reached the age of 14: EUR 285.00
- for severely visually impaired people: EUR 100.00
- for deaf people: EUR 150.00
- for children with severe disabilities: EUR 120.00
- for deaf-blind people with the mark "TBl" an additional EUR 320.00
There is no annual adjustment.
Note: If you make use of home care services or if you require full inpatient care, the state allowance for the blind or the benefit for the blind will be reduced in individual cases in accordance with the regulations of the German Social Security Code - reductions of up to 50 per cent are to be expected.
- Application forms (fully completed and signed)
- if applicable, proof of visual or hearing impairment as well as notification of the degree of disability or severely disabled person's pass
- Residence or habitual abode in the Free State of Saxony
- Cross-border commuters who are employed or self-employed in Saxony
- posted workers who work abroad for a German company based in Saxony
- Non-EU citizens who have an employment relationship subject to social security contributions in Saxony
Blindness:
- complete lack of sight
- visual acuity is not more than 1/50 in either eye, even when examined with both eyes
- visual impairment that is not merely temporary and is equivalent to the impairment of visual acuity described in the previous point
severe visual impairment:
- visual acuity is not more than 1/20 in either eye, even when tested with both eyes
- the visual impairment causes a degree of disability of 100, but blindness is not yet present
Deafness:
- if a degree of disability of 100 is determined solely due to deafness and the severe impairment of language acquisition associated with the deafness (in the case of congenital deafness or deafness acquired up to the age of seven or hearing impairment bordering on deafness) or speech impairment (in the case of later acquisition)
Severe disability in children:
- the degree of disability is 100
- the age of 18 has not yet been reached
You submit the initial application or change application in writing on the form prescribed for this purpose or you submit it verbally to the responsible office for recording.
- Retrieve the relevant application form (initial application or amendment application) via Amt24 or request a paper copy from the relevant office.
- Complete the application in full, making sure in particular that you enter the names of the doctors treating you and sign the application.
- The relevant office will be on hand to answer your questions and help you complete the application.
