Anyone wishing to drive a motor vehicle on public roads in the Federal Republic of Germany generally requires a driving licence or a test certificate. Driving licences are issued in certain classes and can be limited in time in certain cases.

The driving licence shall be issued for the respective category if the applicant
- has his or her normal place of residence in Germany
- has reached the minimum age required for the category applied for,
- is suitable for driving motor vehicles,
- has been trained to drive motor vehicles in accordance with the Driving Instructor Act and the legal provisions based on it,
- has passed a theoretical and practical test to prove that he or she is qualified to drive a motor vehicle.
- Can administer first aid,
- does not hold a driving licence for this category issued in a Member State of the European Union or in another State party to the Agreement on the European Economic Area, and
- is in possession of another driving licence class for certain driving licence classes (for example, class B is required as previous possession for class C).
Exceptions
- Only a theoretical test is required to obtain a category L driving licence.
- When extending class B to class BE, class C1 to class C1E, class D to class DE and class D1 to class D1E, only one practical test is required in each case. This also applies to the extension of class A1 to class A2 and to the extension of class A2 to class A if you have held the driving licence to be extended for at least two years at the time of the extension.
Note: Young people in Germany are already allowed to drive class B motor vehicles from their 17th birthday if an accompanying person is present.

Submit a written application to the driving licence authority (see "Competent authority"). It is advisable to appear in person.
- The personal appearance is usually required because the applicant must sign in a precisely delimited field with a special pen on a signature sticker that is sent to the Bundesdruckerei with the order to produce the card driving licence.
- After receiving the application, the driving licence authority must determine whether there are any doubts about the applicant's suitability. To do this, it will obtain information from the Central Traffic Register and the Central Driver's Licence Register.
Tip: The suitability check takes a certain amount of time, so you should submit the application at the beginning of the driving school training.
If the applicant still has to take the required theoretical and practical test, the driving licence authority will commission the Technical Test Centre (DEKRA) with the test after the aptitude test. As a rule, the technical testing centre will return the test order to the driving licence authority if
- the theoretical test is not passed within twelve months of receipt of the test order,
- the practical test is not passed within twelve months of passing the theoretical test, or
- in cases where no theoretical test is required, the practical test is not passed within twelve months of receipt of the test order.
Explanation of the required certificates
- Certificates of participation in instruction in life-saving emergency measures will only accepted until the expiry of 21.10.2017 for an application for a driving licence in categories AM, A1, A2, A, B, BE, L and T. Certificates of participation in first aid training continue to be valid for an unlimited period (cf. § 76 No. 11 letter b FeV).
- Eye test certificate:
You can obtain the eye test certificate from any ophthalmologist or optician. - Certificate of a general medical examination:
Any doctor can issue this certificate. - Certificate of medical examination of eyesight:
The certificate may be issued by an ophthalmologist, a doctor with the regional designation "occupational medicine", a doctor with the additional designation "occupational medicine", a doctor at an assessment centre for fitness to drive, a doctor at the public health department or another doctor in the public administration. - Occupational or occupational medical report or report from an officially recognised assessment centre for driving suitability:
This report must be used, for example, by applicants for a category DE driving licence or for a driving licence for passenger transport to prove whether they meet special requirements with regard to resilience, orientation performance, concentration performance, attention performance and reaction capability.
