By 19.01.2033, all driving licences issued before 19.01.2013 must be exchanged, the exchange being staggered according to the year of birth of the licence holder (if issued before 31.12.1998) or the year of issue of the licence (if issued after 01.01.1999). This is to ensure that all driving licences still in circulation in the EU have a uniform and forgery-proof model. In addition, all driving licences are to be recorded in a database in order to avoid misuse.

Regardless of the underlying driving licence, EU-card driving licences issued after 19.01.2013, including those to be newly issued due to the exchange, are no longer valid indefinitely. They will only be issued for a limited period of 15 years, after which they must be renewed. The regular renewal of driving licences ensures that personal data and photo are up to date and that the current requirements for the forgery-proofing of the document are met.

The regular updating of the driving licence is merely an administrative exchange. Your driving licence remains unchanged. Additional regular medical examinations or other tests are not associated with this. They continue to exist only for certain occupational groups with special responsibilities.

Please contact the driving licence authority responsible for you in good time before the expiry of the aforementioned exchange deadline. After expiry of the deadline, your old driving licence will become invalid. Driving without a valid driving licence is an administrative offence and can be punished with a fine.

Verfahrensablauf

  • You must apply in person at the driving licence office. It is not possible to stand in for someone else when making the application, because you have to sign your name, which will be imprinted on the driving licence card, on a special template.
  • Once the driving licence is ready, you can collect it from the authority. However, you can also be represented here by issuing a power of attorney.

Tips:

  • Express delivery is possible, which reduces the waiting time for your new driving licence.
  • Some driving licence authorities also offer direct delivery to your home address by the Bundesdruckerei in Berlin.

Authorisation to drive heavy goods vehicles

Information for holders of a class 3 driving licence or an equivalent driving licence:

  • Holders of a class 3 driving licence or a corresponding driving licence (e.g. GDR class B driving licence) will receive the new driving licence classes B, BE, C1, AM, L and T without further ado when the changeover takes place.
  • If the class 3 driving licence was acquired before 01.04.1980, its holder will also receive the class A1 driving licence.
  • Class C1 and C1E driving licences are issued for an unlimited period.
  • After the conversion, motor vehicles may only be driven to the new extent. When converting a class 3 driving licence, it must be noted that with such a driving licence, certain vehicle combinations may be driven until the holder reaches the age of 50, which belong to class CE according to the new law.
    • These vehicle combinations include trains with a maximum of three axles, consisting of a towing vehicle with a maximum permissible total weight of 7,500 kg and a trailer with one axle (this also includes tandem axles up to an axle spacing of one metre), whereby the maximum total mass of the train is limited to 18,500 kg.
    • The driving licence of class CE required for this purpose with the restriction to the trains previously falling under class 3 will only be issued upon special application when a driving licence of class 3 is exchanged.
    • This is then limited until the day on which the holder reaches the age of 50.
    • A renewal for five years at a time requires, among other things, that the fitness to drive and the fulfilment of the requirement for eyesight are proven when the application is made.
  • If the old driving licence is not converted, no vehicle combination falling under category CE may be driven from the age of 50. For licence holders who reached the age of 50 by 31 December 1999, this ban came into force on 01.01.2001. The same conditions apply to the reissue of the said driving licence as to the renewal.

Information for holders of a class 2 or equivalent driving license:

  • Holders of a class 2 driving licence or a corresponding driving licence (e.g. GDR driving licence of classes C and E) will receive the new driving licence classes B, BE, C1, C1E, C, CE, AM, L, T in case of exchange.
  • If the old driving licence was issued before 01.04.1980, the driving licence class A1 will also be issued.
  • If the old driving licence is exchanged, the driving licence for categories C and CE is limited until the day on which the holder reaches the age of 50. A renewal for five years at a time requires, among other things, that the fitness to drive and the fulfilment of the requirement for eyesight are proven when the application is submitted.
  • If the previous class 2 driving licence is not converted, no vehicles or vehicle combinations of class C or CE may be driven from the age of 50. For licence holders who reached the age of 50 by 31.12.1999, this ban came into force on 01.01.2001. The same conditions apply to the reissue of the said driving licence as to the renewal.

Farmers

  • Persons engaged in agriculture and forestry may be granted Class T on application when converting the previous Class 3.
  • In the case of holders of a class 2 driving licence, class T is automatically granted for an unlimited period upon conversion.

Motorcyclists

Holders of a class 1a driving licence must have their licence converted if they wish to drive motorbikes with no power restrictions.

Driving licence for passenger transport

A passenger transport licence will only be issued if the applicant is already in possession of a new EU driving licence.

International driving licence

The International Driving Licence will also only be issued if the applicant is already in possession of a new EU-card driving licence.

Driver cards for digital recording equipment for trucks and buses

Since 01.05.2006 all newly manufactured trucks (from 3.5 tonnes) and buses (with more than nine seats) must be equipped with digital recording equipment. These record the driving and rest times digitally and gradually replace the previous tachograph. These recording devices are operated with a special chip card for the driver. To apply for this chip card, the driver must have an EU driving licence.
