An ATA carnet is used for the temporary export of goods. "Carnet" means "booklet" in French, as it contains all the customs forms that customs offices at home and abroad require for clearance. "ATA" is the French/English abbreviation for "temporary importation" from the perspective of the destination country.
A carnet facilitates the temporary import, export or transit of professional equipment, exhibition goods and samples of goods. No foreign language customs declarations need to be made out in the destination country and no customs duties or other charges need to be deposited.
But: not in all countries Carnet ATA can be used. Please ask the Chamber of Commerce and Industry (IHK) responsible for you. You can use a Carnet ATA mainly for the following
- fair and exhibition goods
- professional equipment
- sample goods
- goods for scientific/cultural purposes
- goods for sports events
An ATA carnet cannot be issued for goods that are to remain in the destination country (sold, consumed, given free of charge) or are to be repaired or refined there. The same applies to goods that are to be modified or adapted for test purposes.
The ATA carnet is valid for one year. With additional insert sheets, further trips can be made. Depending on the country, the time with which Carnet goods can remain in the destination country in one piece can also be shorter than one year.

An ATA carnet can be requested by
- Companies registered in the Commercial Register or the Register of Cooperatives
- legal entities under public law
- tradesmen
- registered associations
- Private individuals (decision on a case-by-case basis)
provided that the applicant has its registered office in the respective CCI district.
The Chamber of Industry and Commerce provides information about the costs for forms, issuing fee (not value-dependent) and the so-called bonding insurance (value-dependent, has nothing to do with the transport, but with a customs guarantee).
- Application and Carnet forms are available by the Chamber of Industry and Commerce (IHK).
- Free of charge, upon request, you will receive by mail pdf files to fill in the carnet forms on your PC.
- Submit the completed forms (sign the application as well) to the Chamber of Commerce and Industry, which will issue the Carnet if the requirements are met.
- With the ATA carnet registered with the Chamber of Industry and Commerce and the goods written on it, you travel to the inland customs office ("customs office of export"). There, the goods are compared with the information and confirmed by customs ("identity assurance").
- Then you can use the carnet.
